Who We Are

The Mikisew Cree First Nation (Mikisew) has lived on the ancestral lands of the Athabasca Delta and Wood Buffalo National Park in northeastern Alberta since time immemorial. The lives of our members are linked to the land and to a close understanding of traditions, history and a natural way of life. Many of our members live in the hamlet of Fort Chipewyan, and our traditional lands range over a large portion of Athabasca oil sands deposits.


Who You Are

Mikisew is currently seeking a dedicated and compassionate Director, Technical Services. Reporting to the CEO, the Director Technical Services will be responsible for the direction, planning, coordination, and supervision of the Technical Services department. The Department leads programs and activities related to the Mikisew Cree First Nation's housing initiatives municipal operations, preventative maintenance, corrective maintenance, major and minor capital improvements of streets and parking services, transmission of potable water, safe removal of sewage, engineering services and the proper developments of reserve infrastructure and services. Working within the general objectives and directions from the Chief and Council, the Director is expected to play a major role in developing specific objectives and plans, providing direction, accomplishing expectations efficiently and effectively and evaluating the department's operation.

Roles & Responsibilities

  • Develop and implement annual departmental and staff work plans (financial, equipment, material, and human resources) to accomplish department and program service levels (through budgeting) and to monitor and be accountable for resource utilization according to plan.
  • Responsible for the direction and supervision of all department personnel.
  • Assist the CEO and the Chief and Council in establishing annual goals, budgets, and direction for the department.
  • Ensures there is continuity with other department initiatives that target new reserve infrastructure and services and/or business facilities and services construction.
  • Ensures the positive image of the department with membership.
  • The Director has the authority to make requisitions for capital work, fixed assets and operating expenses within approved budgets, policies, and procedures, to manage staff, to enter into and sign contractual agreements for approved projects on behalf of the department and oversee such projects to ensure a net result.
  • Coordinate the efficient and effective execution of both ongoing Housing and Technical Services responsibilities and specific assigned projects.
  • Liaise with other departments, public groups, and the membership to overcome problems, find solutions and plan and execute improvements.
  • Communicate, operate within, and provide input into the broader priorities, direction, and policy of the MCFN.
  • Establish and maintain general policies and procedures for the operations of the Technical Services department.
  • Responsible for the role of Director of Disaster Services as per the Emergency Operations Plan for the community of Fort Chipewyan.
  • Responsible for Facilities Maintenance and the planning organization of preventative maintenance work.
  • Responsible for managing the budget and submitting update reports and cost estimates as may be required by funding organizations including the federal government.
  • Responsible for the organization, planning, implementation administration and evaluation of the MCFN housing programs.
  • Responsible for multi-year capital plans and projects including the identification, planning, development, preparation and submission of plans and cost estimates. Engaging and selecting consultants to provide architectural and engineering services.
  • Tender call reviews and awarding of Tenders.
  • Monitoring work in progress to ensure compliance with plans and specifications and following up accordingly.
  • Resolve technical problems that arise during construction.
  • Establish and maintain a filing system for capital projects including design drawing as-built drawings, inspection reports, feasibility studies, site plans, project evaluations, computer data etc.
  • Utilize a centralized computer system that incorporates programs for capital project management and to ensure that data is entered correctly, processed and recorded.
  • Other duties as assigned.


Qualifications

  • High school diploma or equivalent; post-secondary education in engineering, Public Administration, or related field an asset.
  • Extensive experience dealing with federal and provincial government funding and training agencies and authorities.
  • Proven management and organizational skills.
  • Construction project management skills.
  • High degree of interpersonal and public relation skills.
  • Strong resourcing skills and excellent job costing and forecasting skills.
  • Valid Class 5 Drivers License.

Other Requirements

  • Excellent analytical skills and strong attention to detail.
  • Valid class five (5) Drivers Licence.
  • Successful Completion of Criminal Record Check.
