Job description


Lead, manage and provide programmatic direction for assigned program area. Lead, manage, and provide programmatic direction for the Right of Way and Utilities program for Special Projects throughout the State. Establish long and short range goals to ensure the completion of assigned special projects on schedule and in alignment with the purpose, mission and value of the Agency. Oversee administration of policies and procedures. Manage resources and have accountability for right of way acquisition activities and other actions for assigned special projects. Ensure successful and timely delivery of right of way for transportation construction and maintenance projects.
How you will contribute:
  • Communication: Communicate with staff, landowners, attorneys, legislators, companies and the public regarding ROW problems and take action to achieve positive resolution. Establish and maintain effective working relationships with strategic business partners. Ensure all stakeholders are informed of ROW program requirements, project issues and applicable deadlines.
  • Conflict Resolution: Correspond and communicate with landowners, stakeholders, attorneys, legislators, corporations and the general public in a timely manner concerning specific right of way problems and taking necessary action to achieve a resolution. Establish and maintain effective working relationships with strategic business partners.
  • Oversight: Oversee and provide ROW and utility input and support during the development of a request for design build or P-3 projects or in response to unsolicited proposals. Evaluate proposals or RFP responses providing input from Right of Way and Utility standpoints. Provide input and necessary data for contract negotiations and risk analysis.
  • Programmatic Units: Administer and manage all functions of acquisition units of the Right of Way and Utilities Division to accomplish the goals and objectives of the six year program and ensure the Division's alignment with the purpose, mission and values of VDOT. Program units include legal, negotiations, relocation assistance and eminent domain. Management duties include developing policies and procedures, setting long and short range goals; resolving problems; reviewing reports and retaining current knowledge of federal and state legislation and regulations affecting the Division's functional areas and providing technical advice.
  • Project Administration: Administer and manage all functions and activities of the Right of Way program on multiple projects geographically dispersed throughout the State. Facilitate acquisition of all parcels and relocation of displaces needed for a project within established guidelines. Approve compensation offers for real property and determine and ensure displaces receive all entitlements according to the law. Recommend approvals for administrative settlements and agreements. Plan, develop, and monitor administrative and programmatic budgets for ROW acquisition.
