Northrop Grumman is seeking a Manager Supply Chain Programs 2 to work at its Palm Beach Gardens, Florida facility. The chosen candidate will be a strong leader that is driven and able to drive performance through solid processes and systems in our supply chain organization. This manager is responsible and accountable for the strategy, planning, and execution of all material and services content for its Propulsion Systems & Controls (PS&C) business unit, Advance Propulsion & Systems (AP&S) market segment. This manager acts as the main focal point for the Program Management Office (PMO) for the entire supply chain and coordinates cross-functionally to ensure that all supply chain commitments are met, and that appropriate mitigation plans are developed and executed to address any programmatic risks related to suppliers.

The Northrop Grumman PS&C business unit is based in Elkton, Maryland and began solid-propellant rocket operations in 1948. Today, the Elkton PS&C facility designs, develops, and produces solid-propellant propulsion and ordnance systems in programs professionally managed for a wide variety of Government and commercial customers. The Palm Beach Gardens location is the Air-breathing propulsion center of excellence specializing in the design, analysis and system integration of ramjets, scramjets and other advanced air-breathing propulsion systems.

This Manager is responsible for leading a team of individual contributors that:

  • Develops the material strategy and ensures that prior to program execution, all elements of the proposed program(s) plans have complete and accurate schedules, budgets, make/buy plans, and procurement and subcontracts strategies.
  • Leads supply chain Program execution and is accountable for resource planning, material cost, forecasting, schedule performance, risk/opportunity management, supplier performance, and supply chain issue resolution. Briefs the PMO and executive management on the status and issues affecting Program cost and schedule performance.

The respective individual must be capable of leading through processes and systems that drive performance, seeing both the big picture and driving execution on tasks.

Responsibilities:

  • Lead team of material program managers (MPMs) in the organization, ensuring material requirements are satisfied for programs throughout program lifecycle - including proposal, design, and production.
  • Provide management oversight for material forecasts to improve forecast accuracy.
  • Establish standard operating and best practices to ensure 100% material availability on complex DoD projects.
  • Develop appropriate processes, controls and performance measures to ensure that supplier performance exceeds objectives for first pass yield and on-time-delivery.
  • Maintain compliance to our material management and accounting system (MMAS) requirements through process oversight, and metrics.
  • Create, develop and implement supply chain strategies for competitive costs and supplier execution excellence.
  • Collaborate across functions or departments to ensure on-time deliveries of high quality parts.
  • Work with stakeholders to identify supplier and material risks; ensure risks are mitigated, including manufacturing techniques, reduction of sole-source providers, potential disruptions.
  • Manage team for material sales tracking, including budget and EAC responsibilities, report to leadership material variances that will impact sales and identify opportunities to recover.
  • Lead adoption of LEAN and continuous improvement initiatives within organization.

Basic Qualifications:

  • Bachelor's degree in engineering, supply chain, or related discipline and 10 years of experience in supply chain, material planning, and/or engineering discipline or Master's degree in a related discipline and 8 years of experience in supply chain, material planning, and/or engineering discipline.
  • Strong communication skills with ability to develop and maintain good communications and working relationships with internal and external clients.
  • Proven accomplishments in operational cost reductions and process improvements.
  • Demonstrated success in direct management of supply chain professionals, achieving measurable results.
  • Strong knowledge of business, economic, and accounting principles and practices.
  • Experience with US defense procurement requirements (FAR/DFAR).
  • Must be a US citizen

Preferred Qualifications:

  • A Master's degree is preferred.
  • APICS Certified is preferred.
  • Certified in Earned Value Management System (EVMS) preferred.

Primary Level Salary Range: $133,200.00 - $199,800.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
