Primary Responsibilities:
As a Program Manager, you will be responsible for collaborating with program or business unit leadership in shaping the strategic direction of the program and managing customer relationships. At the discretion of leadership, you may serve as the primary decision maker for the program. A Program Manager is a people manager, leader and mentor that effectively manages team members in support of delivery success. You will have an advanced ability to employ structured project management/process methodologies in order to meet scope, schedule and budget requirements. You will successfully lead through direct reports, and effectively communicate and execute against program and organizational objectives. A Program Manager must exhibit strong communication skills, with the ability to lead and resolve conflict in order to meet revenue goals, while ensuring contractual compliance. Primary expectations of a Program Manager include:
  • Develops and maintains regular status reporting to include weekly status reports, program management reviews, monthly financial reports, staffing plans, and any additional reports requested by the customer.
  • Experienced in the ability to manage all aspects of program performance (i.e. technical, contractual, administrative, financial) and coordinating program activities across multiple projects
  • Manages planned contract revenue, billable utilization, and gross margin achievement
  • Exhibits stakeholder management skills, with the ability to develop and maintain strong customer relationships
  • Effective communication skills, informing stakeholders of changes to program scope, timeline, or budget. Experience with change management best practices.
  • Utilizes influential skills to translate customer vision and drive project activities to successful outcomes, with the ability to shape customer success outcomes and metrics
  • Serves as a trusted partner, and advises customers on strategic vision and direction
  • Manages contractual obligations and oversees and manages output of sub contracting partners
  • Manages project activities and ensure they are compliant, completed on time, and within budget within a highly complex environment
  • Recognizes issues and conflicts and problem solves solutions, strategically turning barriers into opportunities.
  • Manages Project Managers (if applicable) to communicate information effectively to a variety of internal and external stakeholders
  • Negotiates outcomes and agreements that benefit the project and company
  • Advanced ability to partner with practice and growth leaders to identify and drive organic and new growth opportunities. Advanced ability to develop strategic program plans that benefit the organization over the long term.
  • Advanced ability to identify program risks and implement mitigation techniques in a timely manner. Ability to manage ongoing risks and communicate updates to the Senior Program Manager (if applicable)
  • Adherence and in-depth understanding of ISO and CMMI quality standards
  • Proven ability to achieve CPARS ratings above Satisfactory
  • Excellent organizational and time-management skills and communication skills
  • Proven experience with Agile project management methodology and project management software tools
  • Advanced knowledge of planning, programming, budgeting, and resourcing
  • Responsible for hiring, performance management, timecard reviews, PTO management and team development

Basic Qualifications:
  • Bachelor's and 7+ years of experience
    • Relevant years of experience may be substituted for education
  • 4 years of experience managing technology service delivery projects

Preferred Qualifications:
  • Prior government or government contracting experience is strongly preferred
  • Project Management Professional (PMP) and/or ITIL certification strongly preferred
  • Agile certification is strongly preferred (PMI-Agile Certified Practitioner (PMI-ACP), AgilePM Foundation, ICAgile Certified Professional (ICP), Certified Scrum Master, SAFe Agilist, etc.)
