Golden Key Group is seeking an experienced Program Manager (PM) to lead a large-scale Human Resource Management (HRM) support program supporting federal government operations. The Program Manager will serve as the primary point of contact (POC) for the Government and will be responsible for the overall technical, financial, and contractual performance of the contract.

The PM will oversee program execution across multiple locations, ensuring successful delivery of human capital services while maintaining compliance with contract requirements, staffing needs, and program objectives. This role requires strong leadership, strategic communication with senior government officials, and the ability to manage complex HR programs within a cleared national security environment.

This position is being recruited in support of potential future contract awards, and qualified candidates may be considered for upcoming opportunities supporting federal government clients.


  • Serve as the primary interface between Golden Key Group and Government leadership, providing program-level oversight and communication.
  • Provide overall program management and operational leadership, ensuring contract requirements, performance objectives, and deliverables are achieved.
  • Manage program operations and support transition to additional locations when operational.
  • Oversee technical, financial, and contractual performance of the contract.
  • Lead and manage program staffing, resource allocation, and task order execution to ensure mission success.
  • Establish and maintain effective management processes, reporting structures, and business systems to support contract performance.
  • Provide oversight and performance monitoring of subcontractors and teaming partners to ensure compliance with contractual obligations and quality standards.
  • Introduce and implement industry best practices and standards in human capital management, program management, and contract administration.
  • Communicate program status, risks, and performance metrics to senior government leaders and executives.
  • Ensure compliance with security, regulatory, and contractual requirements across all program activities.
  • Other duties as assigned.

  • Active Top Secret / Sensitive Compartmented Information (TS/SCI) clearance with Polygraph required.
  • Bachelor’s degree in Human Resources, Business Administration, Public Administration, Organizational Development, or related field.
  • Minimum 10 years of Human Resources or Human Capital experience, supporting federal or defense-related programs.
  • Minimum 5 years of experience as a Program Manager managing programs of similar size, scope, and complexity.
  • Demonstrated experience managing multi-location programs and cross-functional teams.
  • Proven ability to communicate effectively with senior government leaders and executives.
  • Experience managing subcontractors and teaming partners within a federal contracting environment.
  • Strong knowledge of HR program management, workforce planning, talent management, and federal HR processes.

  • Experience supporting Intelligence Community or Department of Defense organizations.
  • Experience managing large-scale HR modernization or transformation initiatives.
  • Familiarity with federal human capital systems, workforce analytics, and personnel operations.
  • Prior experience supporting programs with multiple classified operational locations.

  • Project Management Professional (PMP) certification or equivalent program management certification.
