At Spartronics, the Program Manager II position serves as the primary liaison between the company and assigned aerospace & defense or regulated customers. This role leads the Customer Focus Team (CFT) and drives program execution across cost, schedule, scope, quality, and risk. Program Managers ensure alignment between customer objectives and organizational capabilities, leading cross-functional teams to deliver high quality products, on-time delivery, and strong financial performance. PM II role additionally supports strategic initiatives, mentoring, and continuous improvement across the business unit. 


Key Responsibilities-

Customer Leadership & Relationship Management 

  • Act as the primary point of contact for assigned customers, representing the "voice of the customer" internally and the "voice of the company" externally 
  • Lead customer meetings, quarterly/regular business reviews, technical interchange meetings, and onsite visits 
  • Negotiate NRE, PPV, delivery commitments, and contract modifications 
  • Ensure clear communication of customer goals, technical requirements, and expectations to all internal stakeholders 
  • Serve as a customer advocate, escalating issues appropriately and maintaining exceptional customer satisfaction 

Program Execution & Delivery Management 

  • Lead the Customer Focus Team, ensuring alignment to customer and contract requirements 
  • Develop and manage detailed program schedules; adjust plans proactively to meet milestones 
  • Oversee New Product Introduction (NPI) activities including timeline development, build readiness, and cross functional coordination 
  • Manage process validations (IQ/OQ/PQ) as required for aerospace & defense or regulated customers 
  • Drive issue resolution for quality, schedule, engineering, and supply chain challenges
  • Coordinate accurate program startup including contract review, order entry, and change control 
  • Utilize ERP/MRP tools to maintain visibility into material status, production scheduling, and delivery commitments 

Financial & Business Performance 

  • Own financial performance of assigned programs including revenue, margins, inventory levels, material excess, and cash management 
  • Conduct financial forecasting, budgeting, and variance analysis; identify risks and develop mitigation plans 
  • Lead program quoting and requoting activities, ensuring accuracy and profitability 
  • Prepare and present financial and operational performance data in internal program reviews 
  • Drive organic growth within assigned customer se
  •  Identify cost reduction and optimization opportunities, partnering with operations and supply chain

Risk Management & Continuous Improvement 

  • Maintain and lead program risk registers, identifying risk scenarios and implementing mitigation strategies 
  • Conduct and drive corrective action activities related to quality or delivery issues, including root cause analysis (5 Whys, 8D, etc.) 
  • Evaluate customer scorecards and feedback to implement systemic improvements 
  • Drive reduction of excess/aging material, material discrepancies, and supply chain constraints 
  • Champion continuous improvement initiatives aligned with Lean, Six Sigma, and operational targets 

Leadership & Organizational Impact 

  • Foster collaboration across engineering, supply chain, operations, production, finance, and quality teams 

 Other Responsibilities- Travel up to 10% as required  

Requirements

Qualifications 

Required  

  • Bachelor's degree in Business, Engineering, Supply Chain, or related field (or equivalent experience)  
  • Program Manager II: 3-5+ years of relevant project/program management experience (EMS or aerospace preferred)   
  • Strong understanding of program management principles, NPI, and structured problem solving
  • Proficient at multitasking and prioritization, with strong organizational and planning skills   
  • Advanced proficiency in Microsoft Office tools and ERP/MRP systems  
  • Ability to interpret technical documentation, drawings, and customer specs  
  • Strong leadership, communication, presentation, and negotiation skills  
  • Demonstrated ability to lead cross-functional teams and manage multiple priorities  
  • Due to ITAR regulations you must be a US Citizen, Permanent Resident, or Green Card Holder. We can not sponsor Visas.

Preferred  

  • Electronics Manufacturing Services (EMS) experience  
  • Lean / Six Sigma Green Belt certification  
  • Experience with risk management, process validation (IQ/OQ/PQ), and design to manufacture transitions
  • PMP certification or active progress towards obtaining this certification.

Compensation: Compensation is based on work experience in manufacturing, education, and prior work experience in electronics manufacturing.
