Job Description

ProSidian seeks a GoArmyEd Program Manager in CONUS - Fort Knox, KY (Can Work Remotely) to support an engagement for US Army Human Resources Command (HRC) with responsibility for Army and Army Reserve Personnel.  HRC is a direct reporting unit (DRU) supervised by the Office of the Deputy Chief of Staff for Personnel (DCS), G-1, focused on improving the career management potential of Army Soldiers. GoArmyEd is the virtual gateway used by a) Soldiers to pursue their postsecondary educational goals; b) Army Education Counselors to provide educational guidance; c) Schools to deliver degree and course offerings and to report Soldier progress.  

GoArmyEd is the Army's enterprise voluntary education portal that allows eligible Soldiers, Cadets, and Army Civilians to request financial assistance for classroom and online learning courses anytime and from anywhere. GoArmyEd is a dynamic online system that automates many of the paper-based processes historically conducted in-person at Army Education Centers.  Soldiers, Active Component, Army National Guard and the Army Reserves utilize GoArmyEd to pursue educational goals to research educational options, register for classes and monitor educational progress. GoArmyEd is managed by HQ Army Continuing Education System (ACES)

The ProSidian Team Members work to provide GoArmyEd School Support Services, in support of Army HRC to perform requirements that support, identify, and inform potential and current school support, GoArmyEd Education Institution Vendor (EI Vendor) Degree Maps / Degree Templates Support, EI Vendor Onboarding Process Support, GoArmyEd Schedule Catalogs Support, Customer Relationship Management (CRM), and Student Enrollment / Administration Support.  The GoArmyEd Program Manager shall inform EI Vendors about required processes, business practices, and ACCESS Army U policies.  The GoArmyEd Program Manager shall assist in providing GoArmyEd guidance and training to EI Vendors.

GoArmyEd Program Manager shall provide services necessary to perform GoArmyEd School Support by working with EI Vendors providing instruction for postsecondary education programs through the DoD Tuition Assistance (TA) Program as part of ACCESS Army U.  The Army Credentialing and Continuing Education Support Services Army University (ACCESS Army U) is the proponent for an integrated system of adult education programs and services as defined and described in Army Regulation (AR) 621-5.

GoArmyEd Program Manager shall identify, inform, and support Army by working with GoArmyEd Educational Institutions Vendors (EI Vendors), developing Degree Maps / Degree Templates Support, EI Vendors Onboarding Process Support, GoArmyEd Schedule Catalogs Support, Customer Relationship Management (CRM), and Student Enrollment / Administration Support.  The GoArmyEd Program Manager shall also work to keep EI Vendors informed about required processes, business practices and ACCESS Army U policies.  The GoArmyEd Program Manager shall also assist in providing GoArmyEd guidance and training to EI Vendors.

Modern GoArmyEd seeks to achieve the following objectives:

  • Create, maintain, and sustain a Common Operating Environment (COE) to support education services for Army military and civilian personnel, anytime and anywhere
  • Allow Army military and civilian personnel online access to their complete education records and allow them to perform education self-service actions that can promote efficiencies
  • The GoArmyEd Program Manager shall support the GoArmyEd Education Institution Vendor Program in the maintenance, development, expansion, and operation of GoArmyEd (to include the current portal, as well as the modern GoArmyEd system) in cooperation with the IT technical integrator and the approval of HQ ACCESS Army U as articulated.

GoArmyEd School Support:

  • Serve as Army's academic facilitator for integration of potential and current EI Vendors into GoArmyEd.
  • Ensure EI Vendors are aware of and adhere to applicable regulatory guidelines and ACCESS Army U policy directives
  • Notify EI Vendors not in compliance with ACCESS Army U directives and regulations.
  • Administration of EI Vendors training regarding GoArmyEd processes and procedures and monitor compliance
  • Plan, schedule, and lead annual EI Vendors calls to include agenda preparation.
  • Provide a newsletter to all EI Vendors containing a summary of questions and answers on discussed topics related to relevant GoArmyEd topics.
  • Plan, schedule, and lead monthly HQ ACCESS Army U and IT Integrator calls.
  • Provide updates on changes in policy/procedures with IT Integrator and Army Education Counselors.
  • Monitor grade submissions and notify EI Vendors of regulatory compliance requirements.
  • Provide training and transition assistance to EI Vendors during the migration from the current / legacy GoArmyEd system to the modern GoArmyEd.
  • Facilitate EI Vendors mergers and closures to include but not limited to review of Grade Submissions, Invoicing, Graduation Reporting and Broadcast Messaging, while working with the IT Integrator to resolve all associated Soldier administrative issues.

GoArmyEd EI Vendors Degree Maps / Degree Templates / Credential Support:

  • Develop a process and milestones to revise degree maps provided by GoArmyEd EI Vendors every quarter.
  • Review the submitted degree data from the EI Vendors for accuracy and submit to HQ ACCESS Army U for validation.
  • Submit all finalized degree maps to IT Integrator within ten (10) days of validation for implementation in GoArmyEd every quarter.
  • Test degree setup by running a degree progress report and automated Student Agreements in coordination with EI Vendors and IT integrator to ensure degree maps are displayed appropriately.
  • Maintain degree map/curriculum plan data exchange capabilities with EI Vendors and IT Integrator.
  • Research all sources of non-traditional credit ensuring maximum credit for military training and experience and experiential learning, is awarded in each of the institutional degree programs specific to the individual degree program.
  • Provide training and transition assistance to EI Vendors during the migration from the legacy GoArmyEd system to the modern GoArmyEd.

EI Vendors Onboarding Process Support:

  • Conduct policy and process discussions with the EI Vendors regarding the configuration of their degrees/credentials and guide their technical staff on Fully Developed Degree Plans (FDDPs) or Student Degree Plans (SDPs)
  • Review degree/credential data submission to ensure it is complete and accurate.
  • Provide training and transition assistance to EI Vendors during the migration from the legacy GoArmyEd system to the modern GoArmyEd.

GoArmyEd Institution Schedules/Catalogs Support:

  • Publish GoArmyEd deadlines, per guidance provided by HQ ACCESS Army U, for annual submission of term schedule data and related information
  • Provide course transferability data for GoArmyEd EI Vendors to IT Integrator for inclusion in schedules and catalogs.
  • Provide training and transition assistance to EI Vendors during the migration from the legacy GoArmyEd system to the modern GoArmyEd.

Customer Relationship Management (CRM) Support:

  • Provide support to ACCESS Army U Help Desk on academic issues as needed.
  • Provide accurate resolution to CRM cases escalated, to include Vendors representatives
  • Provide technical guidance to Army HQ staffs such as HQ ACCESS Army U with CRM cases on academic issues and agreements on institutional policies.
  • Provide training and transition assistance to EI Vendors during the migration from the legacy GoArmyEd system to the modern GoArmyEd.
  • Resolve Student Enrollment/Administration Issues:
  • Mediate to resolution all student admission/registration/enrollment/graduation and other administrative issues
  • Work with GoArmyEd EI Vendors to ensure graduation reporting to GoArmyEd.
  • Promote understanding of the Army's business practices for providing postsecondary education opportunities to Soldiers.
  • Provide training and transition assistance to EI Vendors during the migration from the legacy GoArmyEd system to the modern GoArmyEd.

Management and Monthly Status Reports:

  • The ProSidian GoArmyEd Program Manager shall employ the PM, who shall be responsible for work performance required by this contract and have full authority to act for ProSidian Engagement Team on all matters related to this contract's daily operations.
Qualifications
  • The GoArmyEd Program Manager (PM) shall possess working knowledge in utilizing GoArmyEd and have a minimum of a master's degree with no less than 10 year's demonstrated higher education administration experience.
  • The GoArmyEd Program Manager (PM) shall possess working knowledge is defined as enough knowledge of the system to be able to use it to complete a task and to provide training for EI Vendors - Educational Institutions Vendors  on GoArmyEd.
  • This higher education administration experience shall be in at least two of the following areas, financial aid management, data analysis, counseling / degree map revisions, articulation agreements, accreditation, career technical certifications, higher education technology or organizational transformation.
  • The GoArmyEd Program Manager (PM) -  shall have consecutive employment in a position with comparable responsibilities within the past five (5) years.
  • Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/Power point) and related tools and technology required for the position.  Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The candidate shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined.
  • The GoArmyEd Program Manager (PM) shall possess US Citizenship and a minimum Secret Clearance (Interim to start).

All positions will require a minimum of Secret Security Clearance, and some positions may require IAT Certifications following DoD 8570.01-M (Primarily CompTIA Security+ or equivalent).

TRAVEL:  Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations. 

LOCATION:  This work will be performed primarily in Fort Knox, KY, however the  GoArmyEd Program Manager (PM) can work remotely.
