Job description

E-Logic is seeking a Senior Program Manager (General and Operations Manager) to support a proposed U.S. Navy/DoD initiative. The ideal candidate will serve as the overall lead for a complex, mission-critical contract effort, with responsibility for program execution, operational oversight, and Government interface management. This role requires strong leadership experience across program management, systems engineering, acquisitions, and financial management within large-scale federal environments.


Work Location & Work Arrangement

Primary Location:

NAWCAD WOLF, St. Inigoes, Maryland (Southern Maryland, near Patuxent River)

Work Split:

  • Approximately 51% at Government sites
  • NAWCAD WOLF, St. Inigoes, MD
  • Occasionally NAS Patuxent River, MD
  • Approximately 49% at Contractor facility

Work Arrangement:

  • Most positions are eligible for Routine Telework.
  • Telework-eligible roles generally require on-site presence approximately two (2) days per week at Government facilities
  • Contractor personnel must be located within 50 drivable miles of NAWCAD WOLF (St. Inigoes, MD) to support mission requirements
  • Full remote work is not the standard; significant on-site presence at WOLF is required to ensure effective mission execution, coordination, and Government engagement
Function

Plan, direct, or coordinate the operations of public or private sector organizations, overseeing multiple departments or locations. Responsibilities include formulating policies, managing daily operations, and planning the use of materials and human resources.

Serve as the overall lead, manager, and administrator for the entire contracted effort. Act as the primary interface and point of contact with the Government COR on technical and programmatic issues. Oversee contractor execution of Task Order (TO) requirements and ensure successful delivery across all workstreams. Manage acquisition, allocation, and effective utilization of project resources.


Required Experience
  • Minimum of 10 years of overall professional experience
  • At least 7 years of experience supervising and providing recommendations across:
  • Program Management
  • Systems Engineering
  • Major Systems Acquisitions
  • Financial Management
Required Education
  • Master's degree in Engineering, Technical, Business, or Computer Science/IT discipline
  • OR
  • Equivalent qualifying substitution (based on experience and certifications, as applicable)
