Program Manager
GDIT is partnering with the Department of Veterans Affairs (VA) to modernize, secure, and strengthen the enterprise network that supports millions of Veterans nationwide. As Program Manager, you will lead major modernization efforts focused on advancing VA's Identity, Credential, and Access Management (ICAM) services. You will serve as the senior leader responsible for the overall technical direction, delivery, execution, and performance of the ICAM program ensuring secure, resilient, and compliant enterprise identity services at scale.

This is a high-impact leadership role supporting a mission that directly enhances the experience and security of the Veteran community.

HOW A PROGRAM MANAGER WILL MAKE AN IMPACT:
Provide overall management, technical leadership, and strategic direction for the ICAM contract.
Build and sustain a positive, mission-focused program culture centered on delivery excellence and professional growth.
Ensure all GDIT-specific internal requirements, deliverables, and reporting obligations are completed accurately and on time.
Partner with ICAM Site Leads, Government Directors, and stakeholders to synchronize operations and ensure requirements are met or exceeded.
Engage daily with the COR and government leadership; represent GDIT at program forums and drive participation across all teams.
Oversee full lifecycle management of ICAM systems, including identity governance, SSO, multi-factor authentication, and privileged access management.
Direct engineering support activities related to system onboarding, lifecycle management, troubleshooting, adoption/change management, and training.
Lead implementation of Zero Trust capabilities, security assessments, and integration initiatives across VA environments.
Identify, track, communicate, and mitigate program risks; ensure issues are rapidly resolved.
Manage program cost, schedule, performance, staffing, and quality in alignment with contract and GDIT priorities.
Support growth objectives by developing new business opportunities and increasing program revenue and direct labor.
Ensure compliance with federal policies, ICAM standards, and industry best practices.

WHAT YOU'LL NEED TO SUCCEED
Must be able to obtain a Public Trust clearance.

Bachelor's Degree in Computer Science, Engineering, Information Systems, or a related discipline

5+ years of relevant program or project management experience.
Demonstrated experience managing P&L of at least $50M annually.
Experience in network/telecom operations, engineering, or enterprise program delivery.
Expertise in managing large-scale ICAM architecture, engineering, design, and implementation efforts.
Knowledge of FICAM Enterprise Architecture and FICAM Roadmap and Implementation Guidance v2.0.
Experience with ICAM technologies such as Saviynt, SailPoint, Microsoft IAM, Oracle, and credentialing/access services.
Proven ability to lead cross-functional teams across multi-vendor environments.
Strong communication, organizational, and stakeholder engagement skills.
Ability to support major incident escalations in a 24x7 environment as needed.

The likely salary range for this position is $124,093 - $166,627. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
