Dexian Government Solutions is recruiting for a Program Manager to support the EPA Multi-Regional Information Technology Support Services (MRITSS) Region 7 contract in Lenexa, Kansas.
Position Overview:
  • The Program Manager serves as the primary interface between Dexian Government Solutions and EPA leadership for all operational, technical, administrative, and service delivery activities supporting EPA Region 7 IT operations. This position provides leadership and oversight for multi-site IT support services, service desk operations, escalation management, staffing, performance reporting, and customer satisfaction initiatives in a federal enterprise environment.

Job Duties:
  • Lead financial, technical, administrative, and personnel program activities to ensure successful execution of all contractual obligations.
  • Serve as the primary point of contact (POC) to EPA IT leadership and act as the primary escalation authority for operational service activities.
  • Oversee cross-project planning, staffing, scheduling, milestones, and deliverables.
  • Manage contractor personnel, workforce development, and training activities.
  • Support EPA Region 7 operational requirements across multiple support locations and remote user environments.
  • Ensure compliance with EPA service management, reporting, security, and performance monitoring requirements.
  • Manage operational reporting activities, including SLA metrics, incident trends, staffing updates, and customer feedback reporting.
  • Participate in contract-level meetings and coordinate operational updates, changes, risks, and service improvement initiatives.
  • Coordination of innovations and service portfolio improvements with EPA leadership.
  • Oversee ITIL-based service management operations utilizing EPA enterprise ITSM tools.
  • Ensure contractor compliance with FISMA, EPA security policies, and annual training requirements.
  • Support operational transition activities including phase-in, knowledge transfer, and continuity planning.
  • Provide oversight for invoicing support, staffing administration, personnel evaluations, and operational governance activities.

Required Qualifications:
  • 10+ years of experience managing federal IT support services programs of similar scope and complexity.
  • Demonstrated experience leading operational IT service delivery teams in enterprise or federal environments.
  • Experience managing ITIL-aligned service management operations and SLA-driven support environments.
  • Demonstrated experience overseeing multi-site IT operations, customer support activities, and escalation management functions.
  • Experience interfacing with senior government leadership and customer stakeholders.
  • Demonstrated experience managing operational risks, staffing, scheduling, and performance reporting activities.
  • Demonstrated familiarity with Federal IT security requirements, FISMA compliance, and federal operational governance requirements.
  • Experience supporting enterprise IT environments within Federal agencies preferred.
  • Strong written and verbal communication skills with demonstrated experience leading customer-facing operational meetings and reporting activities.
  • ITIL 4 certification preferred.

Education Requirements: Bachelor's degree from an accredited College or University in business administration, business management, information systems, information technology, or engineering.
Certification Requirements: a Program Management Certification from an industry recognized certification authority such as Project Management Institute (PMI).
Clearance Requirements: Tier 4 Public Trust (High Risk/Sensitive) is required to Start.
