Job description

Position title: Senior Technical Representative (Program Manager)

Location: Newport, Rhode Island

Clearance required: Secret

Scope: Manages overall contractor effort for Property Accountability Services (PAS) at NUWCDIVNPT warehouse facilities. Serves as primary point of contact with the Contracting Officer's Representative (COR). Provides supervision and guidance to Logisticians, Supply Technicians, Material Coordinators, Warehouse Specialists, Shipping/Receiving Clerks, and Material Handling Laborers supporting SUBSAFE/LEVEL I/DSS-SOC material operations.

Responsibilities include (but are not limited to):

  • Contract Management
    • Manage daily execution of all PWS task areas (4.1โ€“4.8).
    • Serve as primary POC with COR; maintain open communication with Government leads.
    • Authority to independently commit company resources.
    • Ensure contract compliance and performance standards are met.
  • Personnel Management
    • Assign and adjust personnel to meet workload requirements.
    • Conduct performance evaluations and provide feedback.
    • Ensure all personnel complete required training (Mandatory and Limited Audience) including NAVSEA SUBSAFE awareness training.
    • Coordinate Controlled Material Handler (CMH) and Craftsmen qualification processes with Government.
  • Quality & Documentation
    • Review and approve contractor-generated documentation for accuracy and completeness.
    • Ensure proper completion of KSDs, WMFs, chain of custody forms, and discrepancy reports.
    • Monitor Monthly Status Reports (MSR) preparation and submission.
  • Operations Oversight
    • Resolve day-to-day operational problems.
    • Conduct periodic inspections of contractor operations.
    • Ensure warehouse safety and compliance with OSHA requirements.
    • Identify process improvements and implement corrective actions.
    • Support quarterly summary reports with lessons learned and recommendations.
  • Transition Support
    • Develop and execute Phase-In and Phase-Out Transition Plans.
    • Ensure orderly transition of all services, documentation, and Government property.

Qualifications:

  • Five (5) or more years in a related field.
  • A four-year (4) degree in a business, logistics, or related field.
    • Offerors may substitute Eight (8) or more years of experience in a related field for this โ€œdesiredโ€ education.

Desired Qualifications/Experience:

  • Navy ERP/SAP warehouse management experience.
  • DoD contract management experience.
  • SUBSAFE/LEVEL I/DSS-SOC program familiarity.
  • MILSTRIP, NAVSEA Warehouse Process Guide knowledge.
  • Experience with Government property accountability.
