Job Title: HIT Fund Contract Administrator / Program Manager II

Location: Cranston, Rhode Island
Job Type: Contract - Could extend for four years.


Job Summary

We are seeking an experienced Program Manager / Contract Administrator to oversee a high-value Health Information Technology (HIT) Fund contract supporting Rhode Island's Rural Health Transformation Program (RHTP).

This role will oversee a contract responsible for distributing more than $10 million annually to rural healthcare providers for health IT infrastructure, software enhancements, telehealth, remote monitoring, interoperability, and innovative technology solutions. The selected candidate will monitor contract performance, review invoices and expenses, ensure compliance with CMS grant requirements, and coordinate with internal and external stakeholders.


Key Responsibilities

  • Monitor the HIT Fund administrator's contract, ensuring compliance with contract terms, timelines, milestones, and deliverables.
  • Review and process invoices and monitor expenses for compliance with CMS grant requirements.
  • Track project budgets, expenditures, documentation, and contract activities.
  • Review healthcare provider applications for funding eligibility, appropriateness, and potential duplication with other RHTP initiatives.
  • Support grants for healthcare technology, including:
    • Telehealth and remote monitoring equipment
    • Health IT infrastructure
    • Software upgrades and interoperability solutions
    • Population health and patient management tools
    • Innovative technology and AI solutions
  • Collect and monitor outcome and performance data from the fund administrator and grant recipients.
  • Coordinate with RHTP teams, healthcare providers, vendors, and other stakeholders.
  • Support internal and external communications to promote HIT Fund opportunities.
  • Provide subject matter expertise related to healthcare technology and implementation strategies.
  • Maintain organized project, financial, and contract documentation.


Required Qualifications

  • Experience in healthcare administration, public health, health policy, or program administration.
  • Experience with contract oversight and management.
  • Experience reviewing invoices, expenses, budgets, or other large-dollar financial transactions.
  • Strong documentation, organizational, and project coordination skills.
  • Experience working with multiple stakeholders and cross-functional teams.
  • Strong communication and stakeholder management abilities.
  • Familiarity with Health Information Technology (HIT) concepts and healthcare technology solutions.
  • Knowledge of the needs and challenges facing rural healthcare providers is preferred.


Education & Experience

Bachelor's degree in Healthcare Administration, Health Policy, Public Policy, Finance, Public Administration, a licensed health profession, or a related field preferred.

Equivalent combinations of education and relevant experience in contract management, fiscal oversight, healthcare programs, public health, grants, or program administration will also be considered.
