DWC administers and operates the Texas workers' compensation system. Program Management Specialist IV (Program Management Specialist) 
Performs advanced program and project management specialist work, including leading complex projects, coordinating crossagency initiatives, and conducting organizational and operational analyses. Supports Sunset Review implementation and division strategic priorities by planning, executing, and monitoring projects; evaluating systems and procedures; and developing recommendations to improve efficiency, compliance, and performance. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment.

This position:
    Lead and manage a project throughout its life cycle by defining goals, objectives, and controls.
    Develop project plans, schedules, resource projections, budgets, performance measures, and dashboards.
    Facilitate project meetings, prepare status updates, and communicate risks, milestones, and recommendations to leadership.
    Monitors and manages project quality and cost to ensure that deliverables are acceptable, fulfill terms or specifications, and are completed within budget.
    May oversee multiple projects concurrently.
    Assess operational systems for efficiency, compliance, and alignment with agency goals and recommend and help implement process improvements.  
    Support strategic activities including Sunset Review, business continuity, succession planning, and divisionwide initiatives.
    Prepare clear, concise reports, forms, guidance documents, and executive-level briefings.
    Coordinate with internal and external stakeholders, including TDI leadership and crossagency partners.
    Performs other duties as assigned. 

This position requires:  
    Graduation from an accredited four-year college or university with major coursework in a field relevant to the assignment is generally preferred. 
    Five years of experience in the administration of business or government, with two of those years in work experience related to the position to be held. Specific areas that would qualify as experience in the administration of business or government would be experience in demonstrating leadership, managing people and resources, managing projects, planning, coordinating functions, or directing the work of others. 
    Education and experience may be substituted for one another on a year-for-year basis.

Preferences for this position include:
    Certification as an Associate in Project Management (CAPM), as a Project Management Professional (PMP), or as a Program Management Professional (PgMP).

This position requires demonstrated knowledge of:
    State laws, rules, procedures, and regulations relevant to job requirements.
    Business and management principles involved in strategic planning, resource allocation, and coordination of people and resources.
    Organizational development and management practices for analyzing, evaluating, developing, and implementing programs, policies, and procedures.
    Methods and procedures analysis techniques; worksimplification methods; forms/records design and control; and statistical analysis.
    State agency operations, including budget planning, management controls, and process improvement approaches.

This position requires demonstrated skill in:
    Problem solving and critical thinking.
    Using Microsoft Office software applications, including Word, Excel, Outlook, and SharePoint.
    Using personal computers sufficient to enter and extract data from related systems and programs such as Centralized Accounting Payroll and Personnel (CAPPS) and other systems required to perform the job.
    Data analysis, problem solving, critical thinking, and developing clear options for decision makers. 
    Planning, coordinating, and facilitating meetings with stakeholders across levels and program areas.
    Preparing concise, executive-ready reports, presentations, and guidance documents.

This position requires the demonstrated ability to:
    Communicate and work effectively with a wide range of people with varied skills, knowledge, and backgrounds.
    Maintain the confidentiality of sensitive information.
    Analyze and solve work-related problems and work independently on a variety of administrative work and technical assignments.
    Manage and coordinate multiple tasks and priorities to meet necessary deadlines.
    Work both independently and as a team player.
    Satisfy the requirement to maintain a fully qualified driving status (if applicable).
    Evaluate complex operational problems; develop, recommend, and present actionable solutions; conduct or coordinate studies; and implement approved changes.
    Interpret and implement policies and procedures; design programs or training; and communicate effectively (written and verbal) with diverse audiences.
    May lead workgroups or cross-functional teams.
    Analyze public sector programs through a legislative oversight lens (or similar audit, compliance, or performance review contexts).
    Exercise sound judgment in making critical decisions.
