Navy Science & Technology (S&T) Program Manager
Location: On Site Arlington, VA

We are actively seeking a Secret-cleared Navy Science & Technology (S&T) Program Manager to support our clients at the Department of the Navy.
Work Description:
The Navy Science & Technology (S&T) Program Manager provides senior-level leadership and oversight for a portfolio of Navy research, experimentation, and technology transition efforts. This role serves as the primary interface between Navy Government stakeholders and the contractor workforce, overseeing a multidisciplinary team of 8-10 personnel supporting S&T programs across basic research, applied research, advanced technology development, and international or collaborative initiatives.
The Program Manager ensures all program activities, deliverables, and services are executed in accordance with contractual requirements, performance standards, security protocols, and mission timelines. The ideal candidate is a strategic leader with experience managing federal research programs, guiding technical teams, and supporting Government acquisition and S&T lifecycle processes.
U.S. citizenship is required, along with the ability to obtain and retain a "SECRET" security clearance.
Responsibilities: The Navy Science & Technology (S&T) Program Manager will support tasks such as:
  • Serve as the primary point of contact for all administrative and technical contractor personnel assigned to Navy S&T programs.
  • Provide direct leadership, supervision, and performance management for a team of 8-10 analysts, program support staff, and subject matter experts.
  • Oversee the quality, accuracy, and timeliness of all contract deliverables, including program documentation, reports, briefings, metrics, and correspondence.
  • Coordinate and support Navy S&T program planning, execution, and monitoring activities across the full research lifecycle.
  • Ensure compliance with Government acquisition regulations, security requirements, and contractual obligations.
  • Facilitate onboarding, offboarding, and clearance coordination for contractor staff in accordance with Navy policies.
  • Provide expert recommendations to Government program officials and Contracting Officer's Representatives (CORs) to improve resource utilization, program effectiveness, and acquisition processes.
  • Conduct quality assurance reviews, including data sampling, trend analysis, and risk identification to ensure program integrity and efficiency.
  • Manage staffing plans, labor mix, and workload distribution to align resources with evolving mission priorities.
  • Support program reviews, technical interchange meetings, working groups, and stakeholder engagements, including preparation of executive-level briefings.
  • Collaborate with Navy acquisition, financial, legal, and technical stakeholders to support successful contract execution and S&T mission outcomes.
  • Communicate clearly and professionally-both orally and in writing-with Government leadership, contractor teams, and external partners.
  • Perform other job-related duties as assigned.

Minimum Requirements:
  • Bachelor's degree from an accredited institution (Required); Master's degree in project management, engineering, science, or a related field preferred.
  • 10+ years of experience in the defense R&D and/or S&T sector.
  • 5+ years of experience managing federal programs, research initiatives, or contractor teams supporting Government missions.
  • Demonstrated experience supporting or managing programs in accordance with FAR, DFARS, and agency-specific acquisition policies.
  • Experience managing multidisciplinary teams in a research, engineering, or technology-focused environment.
  • Knowledge of the Navy Science & Technology lifecycle, including basic research, applied research, advanced development, and technology transition.
  • Familiarity with contract types such as FFP, CPFF, Cost-Reimbursement, and Time & Materials.
  • Experience supporting acquisition planning, technical evaluations, program reviews, and performance metrics.
  • Proficiency with Microsoft Office 365, including SharePoint Online, Teams, Word, Excel, PowerPoint, and Outlook.
  • Strong organizational, analytical, leadership, and communication skills; ability to work independently and in a team-based environment.
  • Ability to manage multiple priorities in a fast-paced, mission-driven setting.
  • Must pass all pre-employment qualifications required by the employer.
