Job Description
Interactive Government Holdings (IGH) is seeking qualified, trained and capable individual to serve as Program Manager for the Vermont Work for Warriors program. The Vermont Work for Warriors program is designed to identify Vermont National Guardsmen, Veterans, Reservists, Service Members and families eligible for support and provide them with information on available benefits and connect them with sources of support/services. The contractor shall perform all functions necessary to develop and implement programs to identify and outreach to Service Members and their family members, Reservists and veterans to inform and educate them on available programs at the national, state, and local levels and develop information on improving program effectiveness and offerings. Special emphasis on: providing employment outreach to Service Members of all components, theirimmediate family members to provide employment assistance, education benefits, retention incentives, and transition services and tracking each customer's interaction and providing career support, development, and maintenance of civilian based careers. Specific services include, but are not limited to, resume writing assistance, social networking, and interview skills (coaching).
Position Requirements
Major responsibilities include (not all inclusive):
Responsible for centralized oversight, tracking systems, multi-channel support management, and State Family Programs Director advisory.
Training, Developing and managing a team consisting of a Digital Marketing Manager and Employment Specialists who are geographically dispersed throughout the state to development and implement:

Maintain a continuous operational presence at the designated Work for Warriors Regional Hubs throughout the state during core hours to ensure localized Service Member and Veteran Support.
The Program Manager will assist with recruiting and identifying highly quality candidates, train new hires, train incumbents on new systems, procedures and processes, collect data for reporting program progress and metrics for individuals and the program. The Program Manager provides daily supervision and management to the Work for Warriors (WFW) Team and is IGH's primary conduit for information flow to and from Team members and the COR for the contract.
Accomplishes Human Resource (HR) objectives by recruiting, selecting, orienting, training, assigning, scheduling, coaching, counseling, and disciplining employees for the WFW positions throughout Vermont.
Communicates job expectations, planning, monitoring, appraising, and reviewing job contributions. Plans and reviews compensation actions while enforcing policies and procedures.
Achieves operational objectives by contributing information and recommendations to strategic plans and reviews. Prepares and completes action plans. Implements and monitors production, productivity, quality, and customer-service standards by resolving problems, completing audits, identifying trends and determining system improvements while ensuring that the standards are met by all employees.
Meets financial objectives by forecasting requirements. Prepares an annual budget by scheduling expenditures, analyzing variances and initiating corrective actions as deemed necessary by the customer or IGH leadership.
Updates job knowledge by participating in educational opportunities, reading professional publications, maintaining personal networks and participating in professional organizations.
Reviews, evaluates, and enhances all contract deliverable to the customer produced by each Team Member.
Enhances the department and organizational reputation by accepting ownership for accomplishing new and different requests and explores opportunities to add value to job accomplishment.
Establish and maintain a pipeline of target opportunities to ensure continued growth of the company.
Conduct ongoing and routine outreach to existing and potential clients. Identify, escalate, and resolve issues affecting successful project performance. Establishes and maintains a close working relationship with subcontractors and prime contractor partners.
Contributes to the overall corporate strategy development in the areas of Program Management and Business Development.
Coordinates Security Clearances for WFW Team members with the Trusted Agent, ensures information is transferred into Defense Enrollment Eligibility Reporting System (DEERS). Coordinates issuance of Common Access Cards in a timely manner.
Execute on-boarding tasks within the Vermont National Guard including assignment of a Trusted Agent for TASS Activities.
Coordinate with the Vermont National Guard to conduct background checks and issuance of Common Access Cards.
Monitor attendance and performance of members of the WFW Team. Approve Time sheets daily.
Conduct counseling of members of the WFW Team while documenting and making necessary corrective actions.
Administer Personal Time Off in accordance with the IGH Employee Handbook and ensure accurate reporting of same into prescribed on-line systems.
In conjunction with the COR, manage travel required to support the mission of the WFW Team, review, approve and submit Requests for Reimbursement in a Timely manner.
Be knowledgeable of able to perform all tasks required of WFW Team members.
Experience:
Minimum 5 years of experience in program management, employment outreach, or veteran transition services.
Competencies:
Demonstrated ability to evaluate program processes and provide strategic recommendations.
Experience advising senior stakeholders (e.g., State Family Program Director).
Proficiency in operational oversight, including tracking systems and managing multi-channel support services (e.g., call centers).
Favorably adjudicated Tier 1 or an equivalent or higher investigation by the Office or Personnel Management.
Educational Requirements and Training:
Bachelor's degree in business administration, Human Resources, Management, or related field.
The Government may accept an equivalent combination of education and experience (e.g., 4 years of relevant military or professional experience in lieu of a Bachelor's degree).
