Job Description:
  • The Program Manager will be responsible for successfully planning, organizing, and motivating a diverse program team throughout the development and delivery process, including all phases of projects, and for delivery management.
  • The Program Manager provides leadership and direction to a team responsible for delivering efficient and effective technology initiatives to users. This role ensures all programs are executed in alignment with Tolling’s technology strategy.
  • The Program Manager oversees the development and support of EZPass applications, including implementing application solutions and resolving support tickets. Key operational responsibilities include direct oversight of team performance, promoting continuous improvement, collaborating with peer Program Managers, and planning and executing broader EZPass initiatives.
  • The program delivers services across the full Software Development Lifecycle (SDLC)

RESPONSIBILITIES:
  • Assist in team development while holding teams accountable for their commitments and removing roadblocks to their work.
  • Facilitate multi-disciplinary teams in the development of plans, goals, objectives, policies, and procedures for completion of a program.
  • Oversee and manage execution and/or coordination of day-to-day program activities as required.
  • Manage working relationships with key stakeholders, including executive management, business management, vendors, program sponsors, suppliers, and technology management.
  • Set program goals that are consistent with technical objectives and the agency’s overall technology strategy.
  • Track and communicate a program's progress from a schedule, cost, and risk perspective to the program team, customers, and program stakeholders.
  • Collaborate with peer Program Managers on Tolling program projects.
  • Drive consistent program delivery through the entire program lifecycle, including, execution of procurements, definition of program plans, resourceallocation, management of program risks, scope, and schedule, delivery of value, and well-ordered transitions to operations.
  • Develop and maintain program plans, task lists, schedules, risks, and status, to include resource allocation and schedules.
  • Exhibit significant emotional quotient (EQ) in handling program challenges and maintain a positive program culture in line with VDOT’s mission and shared values.
  • Proven ability to lead, mentor, and develop cross-functional application development teams, including full-time employees and contractors
KNOWLEDGE,SKILLS, AND ABILITIES:
  • Strong experience leading the business and IT resources through the discovery and documentation of business and technical requirements in request for proposal and statement of requirement formats.
  • Strong analytical, organizational, and decision-making skills.
  • Exceptional interpersonal skills for collaborating and team building.
  • Exceptional verbal and written communication skills with the demonstrated ability to simplify and briefly, succinctly communicate complex issues to multiple audiences.
  • Ability to lead others to implement new approaches, systems, structures, and methods.
  • Ability to define and balance the competing demands for quality, scope, schedule, and cost.
  • Communicate timelines and expectations to technical and business staff.
  • Ability to analyze and document system processes.
  • Solid understanding of software development lifecycle models.
  • Exceptional knowledge of both Agile and Waterfall program management principles and practices. In addition, the ability to blend them together in the right proportions to fit a particular program and business environment.
  • Knowledge of process engineering and re-engineering techniques and practices.

Strong leadership skills

Proficiency with cloud platforms (e.g., Azure, AWS) and modern infrastructure practices

Familiarity with DevOps methodologies, including CI/CD pipelines and version control systems

Strong knowledge of Agile, Scrum, and software development lifecycle (SDLC) methodologies

Demonstrated ability to manage application lifecycle activities, including maintenance, enhancements, and modernization initiatives

Experience leading technical debt reduction and application refactoring efforts

Ability to ensure high levels of application performance, scalability, reliability, and security

Working knowledge of security standards, regulatory requirements, and compliance frameworks (e.g., PCI)

Experience supporting internal and external audits and implementing IT governance best practices

Strong analytical, problem-solving, and decision-making skills, with the ability to drive continuous improvement and innovation

QUALIFICATIONS:

The candidate must have a minimum of 5 years of experience managing people and large programs and a bachelor's degree.

Fluency in MS Office tools such as Microsoft Project, Visio, and Office required.

Experience with Program Management Office methodologies and practices is highly preferred.

PMP Certification preferred

Tolling Experience preferred
