Overview
The Software Delivery Manager (SDM) is responsible for the technical aspects of system delivery. The SDM should be the overall expert for the specific customer implementation and how to get from the core product to the customer's expectation.
The ideal SDM will be proactive, consultative, and solution-orientated to help Quarterhill and its customers achieve their long-term vision.
The SDM will be located at the client's location in Houston, TX.
Responsibilities
Essential Functions:
This position includes the following duties. Other duties may be assigned to meet business needs.
General
  • Partner with the delivery team, product team, program management, and business leaders to define and deliver a solution that aligns with Quarterhill and customer needs.
  • Ensures positive customer experience and satisfaction.
  • Support management with technology assessments and investigations by the company
  • Assist with creating and optimizing delivery methods for existing solutions.
  • Breadth of knowledge in tolling and Quarterhill's solutions.
  • Ability to impact the organization by being a respected and influential team member, concept articulation, persuasive speaking, and enthusiasm.
  • Provides context for the internal teams regarding the customer's soft and hard requirements.

Delivery
  • Manage the Software Development Life Cycle (SDLC) process.
  • Leads delivery team and owns the overall responsibility of on-time delivery and client satisfaction on project deliverables
  • Works with the Program Management Office (PMO) to ensure successful project planning, execution, and delivery
  • Acts as the functional manager for all delivery processes, being the escalation point for process owners and providing direction on all service delivery processes
  • Leads by ensuring metrics and measures (LDs) and 3rd party supplier agreements are in alignment with contracted timeframes
  • Teams with other delivery organization leaders to mentor and provide feedback on personnel assigned to TDM's projects.
  • Develops SME knowledge of customer contracts and SOW

Customer Relationship & Communication Excellence
  • Acts as the primary technical lead between the customer and Quarterhill organization
  • Builds and cultivates customer relationships to achieve objectives and deliver optimum customer satisfaction
  • Develops and leads strategic technical relationships with customers and the internal delivery team
  • Effectively communicates strategic opportunities to customers and internal Quarterhill stakeholders
  • Fosters open communication with technical teams, senior leaders, and other stakeholders; uses various communication methods to effectively translate technical communication to non-technical audiences and vice versa

Competencies
  • Possesses strong leadership and negotiation skills
  • Excellent communication skills, both written and verbal
  • Ability to interact with senior leadership teams
  • Experience in the creation and maintenance of work breakdown structures and schedules for technical projects
  • In-depth knowledge of Java and hands-on experience with web services, REST, APIs and microservices
  • Proficiency with Microsoft Office Suite of tools including PowerPoint and Project
  • General skills required include:
  • Ability to break down complex problems
  • Good communication skills, both written and oral, are required
  • Detail oriented with strong people and team skills
  • Must be creative, energetic, and a team player

Qualifications
Required Education and Experience
Bachelor's degree or higher in Computer Science, Computer Engineering, Electrical Engineering, Information Technology, or equivalent science-based degree.
5+ years management/leadership experience in full software delivery life cycle including requirements, design, development, testing, code release cycle and implementation
Alternatively, 10+ years of tolling experience with at least 2 major agency system deliveries.
Work experience is highly valued.
