We are seeking a skilled and experienced Program Manager to join our team!

The Training and Operational Readiness Information System (TORIS) is the enterprise knowledge and data solution developed by Afloat Training Group Pacific (ATGPAC) to enable Commander, Naval Surface Force (CNSF) and the Surface Warfare Enterprise (SWE) to collect, store, display, and analyze readiness data to ensure cost-wise readiness. TORIS supports all surface ships and Afloat Training Groups across Pacific and Atlantic areas of responsibility and feeds critical readiness data into the Navy’s Defense Readiness Reporting System (DRRS-N).
We are seeking an experienced Program Manager to lead contractor support efforts for TORIS sustainment and modernization. The Program Manager will oversee technical, functional, and analytical teams providing installation, integration, database management, software engineering, training, and readiness analysis to ensure TORIS continues to serve as an authoritative readiness system for the Surface Force.
 
 
Key Responsibilities
Program Leadership & Oversight
  • Lead and manage all aspects of contractor support to sustain and enhance TORIS enterprise operations. 
  • Develop and execute program plans, schedules, and deliverables aligned with ATGPAC and CNSF priorities. 
  • Serve as the primary liaison with Navy stakeholders, including ATGPAC, CNSF, SWE, and fleet units.
Team & Resource Management
  • Direct a multidisciplinary contractor team supporting software engineering, database/system administration, functional analysis, help desk support, and user training. 
  • Manage workforce planning, task assignments, and performance evaluations to meet program requirements.
Technical & Functional Oversight
  • Oversee software installation aboard ships and shore commands, troubleshooting, and sustainment support. 
  • Ensure configuration management, quality control, and cybersecurity compliance across TORIS applications and infrastructure. 
  • Provide oversight of readiness metrics development and data analysis in direct support of SWE.
Stakeholder Engagement & Reporting
  • Provide program status updates, risk assessments, and recommendations to Navy leadership. 
  • Ensure TORIS data accuracy and integration with SHIPTRAIN, SWE, and DRRS-N reporting requirements. 
  • Coordinate with fleet operators, ATGs, and Navy program offices to align TORIS functionality with operational needs.

Required Qualifications
  • Bachelor’s degree in Program Management, Engineering, Computer Science, Business, or related field.
  • Minimum 10 years of experience in program/project management with at least 5 years managing Navy/DoD IT or readiness systems programs.
  • Demonstrated experience leading multidisciplinary technical teams in a Navy or DoD environment.
  • Proven ability to manage budgets, schedules, risk, and deliverables across complex, multi-year programs.
  • Strong understanding of Navy training and certification processes, shipboard IT systems, and readiness reporting.
  • Active DoD Secret clearance (minimum).

Desired Qualifications
  • Master’s degree in a related field.
  • Program Management Professional (PMP) certification or DAWIA Program Management Level II/III.
  • Prior experience managing software development, database management, and system integration efforts.
  • Knowledge of TORIS modules (TFOM, SIT, TORIS-Supply, TORIS-3M, TORIS-MSP, AEPP, TORIS-Afloat).
  • Familiarity with Navy readiness reporting systems (e.g., DRRS-N, SHIPTRAIN).
  • Strong analytical and communication skills for briefing senior Navy leadership.
