Organizational Overview

The CASH (Creating Assets, Savings & Hope) Campaign of Maryland is a leading nonprofit organization dedicated to advancing financial security and economic mobility for low- to moderate-income individuals and families across Maryland. Through direct services, advocacy, and strategic partnerships, CASH serves more than 20,000 households annually, returning millions of dollars to local communities.

Core programs include free tax preparation through the Volunteer Income Tax Assistance (VITA) program, financial coaching, financial education, and public benefits access. CASH also supports a statewide network of partners through training, technical assistance, and coalition-building initiatives.

Position Summary

The Program Associate, Volunteer Engagement plays a critical role in the recruitment, coordination, and retention of a large-scale volunteer workforce supporting CASH's VITA program and related initiatives. This role is responsible for managing several hundred volunteers annually, ensuring effective placement, engagement, and compliance with IRS and program requirements.

This position operates in a high-volume, seasonal environment, with peak activity occurring from October through May, requiring strong organizational skills, attention to detail, and the ability to manage multiple priorities simultaneously.

The Program Associate reports to the Director of Tax Operations and collaborates cross-functionally with internal teams and external partners across Maryland.

Key Responsibilities

Volunteer Recruitment, Engagement & Management (45%)

  • Design and implement a comprehensive volunteer recruitment strategy leveraging community partnerships, universities, and marketing channels
  • Recruit and manage several hundred volunteers annually to support VITA and related programs
  • Match volunteers to tax sites based on skills, availability, and program needs
  • Lead volunteer engagement efforts, including retention strategies and recognition initiatives
  • Coordinate and manage volunteers from internship programs in partnership with colleges and universities. This includes attending various campus recruitment events

Volunteer Data Management & Reporting

  • Manage and maintain the volunteer database (Microsoft Dynamics CRM)
  • Track volunteer hours, certifications, and engagement metrics
  • Generate regular reports on volunteer activity, satisfaction, and program impact
  • Ensure data integrity and support data-driven decision-making

VITA Program Compliance & Certification

  • Ensure all volunteers meet IRS VITA certification and training requirements
  • In partnership with the tax team, monitor volunteer compliance with IRS guidelines, site procedures, and program standards

Training & Capacity Building (25%)

  • Coordinate with training team to execute 40-50 training sessions annually for volunteers, partners, and staff. The majority of these trainings occur from November - January in preparation for the opening of tax season
  • Manage volunteer logistics such as catering, reserve training space, organize materials, oversee registration, and lead internal and external communications for large-scale training events involving several hundred participants
  • Collaborate with tax training team to support curriculum delivery and continuous improvement

Event & Program Support (20%)

  • Support volunteer coordination for major community events such as Money Power Day (serving 500+ attendees)
  • Assist with planning, logistics, and execution of programmatic events

Administrative & Community Engagement (10%)

  • Conduct evaluations of volunteer satisfaction and program effectiveness
  • Represent CASH in community coalitions, meetings, and outreach activities
  • Support distribution of materials and cultivate partner engagement across the region

Qualifications

  • Bachelor's degree preferred; relevant experience in nonprofit, volunteer management, or program coordination required
  • Demonstrated success managing large-scale volunteer programs
  • Experience working in collaborative, multi-stakeholder environments
  • Strong organizational, project management, and communication skills
  • Experience with CRM/database systems (Microsoft Dynamics preferred)
  • Proficiency in Microsoft Office Suite
  • Ability to work in a fast-paced, high-volume environment with seasonal demands

Additional Requirements

  • Ability to travel within Maryland and the DC Metro area
  • Availability to work some evenings and weekends as needed, particularly during peak season
  • Ability to lift up to 25 lbs. and support on-site program operations

Work Environment

This position follows a hybrid work model, requiring a minimum of two days per week in the office, with additional in-person engagement as needed based on program demands.

Compensation & Benefits

Salary range: $45,000 - $55,000, commensurate with experience
