Office of Legal & Acquisition Services
The Office of Contracts and Acquisitions (OCA) is housed within the Office of Legal and Acquisition Services and has the expertise and authority for creating agreements and contracts and overseeing the acquisition of goods and services for ODJFS. The mission of OCA is to meet and maintain the highest level of compliance with Federal and State laws, rules, policies, and procedures for acquisitions and contracting for ODJFS and to establish and maintain public trust and confidence in the stewardship of taxpayer funds. What You Will Do
- Independently or as lead worker, research, evaluate & plan a comprehensive portfolio of contracts and purchasing strategies based on past performance, future needs and organizational goals.
- Manage the sourcing process for complex projects from start to finish.
- Review records of purchased items, delivery costs, product performance, and inventory levels, and update specifications as needed to improve efficiency and accuracy.
- Research the supply chain market and track supplier performance, usage history, and trends.
- Track and review performance and identify lapses across the contract portfolio.
- Build contract portfolios across multiple program areas.
- Manage portfolios of contracts and sourcing events to ensure that important dates and deadlines are met.
- Monitor the contract portfolio and make adjustments to align with policy changes (e.g., federal, state, agency).
Schedule: Full-time.
Hours: Standard workdays are Monday through Friday. Hours are between 7:00 a.m. and 6:00 p.m.
Location: James A. Rhodes State Office Tower 30 East Broad St., Floor 31, Columbus, Ohio 43215.
Travel: Occasional travel within the state of Ohio.

Qualifications
The candidate, at minimum, must have the following:
Option 1:
- Completion of graduate core in public or business administration, purchasing, materials management, contracting, acquisition management or logistics, supply chain management, operations management or other sourcing related field;
- AND 6 mos. exp. or 6 mos. trg. in purchasing/procurement/sourcing.
Option 2:
- Completion of undergraduate core in public or business administration, purchasing, materials management, contracting, acquisition management or logistics, supply chain management, operations management or other sourcing related field;
- AND 18 mos. exp. or 18 mos. trg. in purchasing/procurement/sourcing.
Option 3:
- 42 mos. exp. or 42 mos. trg. in purchasing/procurement/sourcing to include exp. in performing spend analysis, developing sourcing strategy & evaluating vendor performance.
Option 4:
- 12 mos. exp. as Senior Sourcing Analyst, 64513.
Option 5:
- 24 mos. exp. as Sourcing Analyst, 64512.
Option 6:
- The equivalent of Minimum Class Qualifications For Employment noted above.

Pay Information
This position is in the State of Ohio's OCSEA Pay Schedule, Pay Range 33 . Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $34.53 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
