Job description

Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA).  Our MISSION is to help ensure the security of the United States and its allies by providing high-hazard experimentation and incident response capabilities through operations, engineering, education, field, and integration services and by acting as environmental stewards to the Site's Cold War legacy.  Our VISION is to be the user site of choice for large-scale, high-hazard, national security experimentation, with premier facilities and capabilities below ground, on the ground, and in the air.   • Bachelor's degree in related field or equivalent training and experience with at least 5 years relevant, progressively responsible experience.
    • Preferred: Bachelor's degree in business management or field related to the position or equivalent training and experience plus at least 5 years of relevant professional experience.
  • Government procurement and subcontracting experience required, Department of Energy/National Nuclear Security Administration (DOE/NNSA) experience required.
  • Demonstrated skill and experience in computerized procurement systems and demonstrated proficiency with MS Office (Word, Excel, PowerPoint, and Access) software package.
  • Demonstrated skill to plan, organize, lead and monitor a wide variety of team efforts to their successful completion.
  • Must have excellent oral and written communications skills to effectively interface both internally and externally at all levels of staff and management including DOE/NNSA customers.
  • Demonstrated skill to establish and maintain strong and effective customer relationships and anticipate change and adjust promptly and effectively.
  • Primary work location will be at the Losee Road facility in North Las Vegas, Nevada (candidates must be willing to relocate if not local, relocation package available).
  • Flexible work schedule can be negotiated with the manager; employees can work 4/10, 5/8, 9/80.
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver's license.

Ability to obtain a HSPD-12 Personal Identity Verification credential under the Department of Energy Order 206.2, 'Identity, Credential, and Access Management,' and Supplemental Directive NNSA SD 206.2, 'Implementation of Personal Identity Verification for Uncleared Contractors.'

Annual salary range for this position is: $80,579.20 - $120,868.80.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity. 

Under the supervision of the Contracts and Procurement Compliance Manager, the Senior Procurement Specialist - Compliance will establish and maintain an effective compliance review process of procurement actions and oversee compliance reviews, peer reviews, and other monitoring activities established. The position requires the individual to be a person of high integrity, and any other duties must not conflict with the compliance goals and objectives of the organization. The Specialist provides support, as needed, with the development of pre/post-award functions, in addition to coordination and communication with regard to planning, implementation, and monitoring of the approved Procurement program to include resolving compliance issues with Procurement Representatives, the Legal Department and providing input at all levels of the organization. 

Key Responsibilities

  • Recommends the development and implementation of pre/post-award functions and policies, procedures and tools.
  • Recommends the development and implementation of cost and pricing processes and tools.
  • Assist with the development, implementation and enforcement of policies, procedures and objectives for the efficient expectation of a compliant procurement organization system and activities.
  • Assist with the implementation and maintenance of the current clause matrices for the various contract types utilized within the Procurement organization.
  • Assist with the coordination of legal matters involving procurement policies, claims, protests, disputes, labor and terms and conditions with the Legal Department and Labor Relations.
  • Conduct compliance reviews.
  • Assist with peer reviews.
  • Assist with periodic management assessments and identify compliance issues, concerns and deficiencies with recommended corrective actions and plans.
  • Reporting on methods to improve efficiency and quality of services, and to reduce the vulnerability to fraud, abuse, and waste within the procurement organization.
  • Periodically reviewing and revising the policies and procedures in light of changes to the organization, the Federal Acquisition Regulations (FAR) and modifications to the prime contract.
  • Review all procurement related documents and other information that are relevant to procurement compliance activities, including but not limited to, procurement personnel, subcontractors/suppliers, Internal Audit, and other organizations within the company.
  • Work closely with key managers to identify risks and trends to ascertain patterns that may require a change in the policies and procedures within the Procurement organization.
