Job description

We are STS Systems Defense, LLC a consulting and contracting firm specializing in technical solutions servicing several federal agencies and military installations across the nation. We are seeking a Personnel Management Support Specialist to support our ongoing mission at Lackland AFB in San Antonio, TX. This role requires an active TS/SCI Clearance.
What You'll Do:
  • Provide personnel management support for approximately 2,100 personnel complying with DoD, Joint and Air Force military and civilian personnel management principles, concepts, methodologies, and systems. Specific tasks include the following:
  • Responsible for processing approximately 25 Request for Personnel Actions (RPAs) each month, and tracking RPAs through onboard completion, utilizing Defense Civilian Personnel Data System (DCPDS) and/or other government directed systems such as the civilian vacancy tracking process.
  • Engage with the squadron or group to determine the appropriate course of hiring action for assigned civilian positions, ensuring there is a course of action on each vacancy.
  • Conduct Position Reviews in establishing new positions or changing existing positions following established Air Force Personnel Center (AFPC) classification guidance.
  • Assist supervisors or hiring managers in developing civilian position descriptions incorporating the duties, knowledge skills and abilities required and submitting the required action following the established AFPC classification procedures.
  • Assist with the management and execution of DCIPS Performance Management Process following published timelines from HAF/A2.
  • Utilize UMD for position attributes and are captured on the RPA checklist.
  • Coordinate submissions and follow-ups with Civilian Personnel Offices on staffing RPAs.
  • Coordinate, advise and direct specific personnel questions from civilian employees to Civilian Personnel Office (CPO) regarding employee/management relations and performance management issues.
  • Be responsible for initiating and processing Notable Achievement Award (NAA) and/or Time Off Award (TOA) RPAs in DCPDS and follow-up ensuring awards are executed through completed SF50 action.
  • Identify, categorize and analyze quantitative data associated with trends, such as, recruitment, retention and attrition rates, demographics in developing workforce planning strategies and develop products to highlight this information.
  • Research, analyze, and recommend solutions and strategies to recruitment and retention problems. The solutions and strategies shall integrate a variety of flexibilities and streamline HR processes.
  • Provide technical assistance with hiring managers in developing justifications for the use of special salary rates, recruitment and retention bonuses, student loan repayment and other incentives, when those are appropriate and allowed.
  • Process officer and enlisted personnel actions applying all practices and procedures involved in reviewing, analyzing, and evaluating.
  • Coordinate with multiple Force Support Squadrons (FSS) on military personnel requirements, force restructuring requirements and programs, analyze the impact to the 67 CW, and produce briefings (A006) as directed for the 67 CW Commander, Command Chief, or other senior leadership as directed.
  • Ensure appropriate timelines for established due dates are met for notification/submission of all military personnel programs, e.g., officer and enlisted promotions, military awards and decoration, military evaluations, Enlisted Force Development Panel.
  • Provides management analysis expertise to maximize resources to combat ready forces/cyber mission forces supporting AF, DoD, and global cyberspace operations.
  • Provide technical guidance based on thorough research to Commanders, Technical Advisors, Civilians and Wing Leadership regarding policies, procedures and directives, when required.
  • Participate and/or lead the Wing Civilian Corporate Board process. Gather civilian personnel/position data and provide analysis on impact to the 67 CW, and produce briefings (A006) as directed for the 67 CW Commander, Command Chief, or other senior leadership as directed.

What You Bring:
  • Active TS/SCI Clearance required
  • 5+ yrs of recent relevant experience
  • Experience using military HR systems, Base Level Services Delivery (BLSDM), Virtual Processing Center (VPC), Case Management System (CMS) and Military Personnel Data System (MilPDS).
  • Competency in using the following civilian HR systems: Defense Civilian Intelligence Personnel System (DCIPS), Defense Civilian Personnel Data System (DCPDS), Cyber Excepted Service (CES), Performance Appraisal Application System (PAA)
