Description/Job SummaryThe Program Spec for the SNAP Employment & Training (E&T) Program plays a critical role in supporting program performance, compliance, and strategic decision-making through data analysis and reporting. This position is responsible for collecting, analyzing, and interpreting data related to participant outcomes, service delivery, and grant performance metrics. The specialist will work closely with program staff to ensure data integrity, identify trends, and provide actionable insights that enhance program effectiveness.
Responsibilities/Duties- Design and maintain databases and dashboards to track participants' progress, service utilization and program outcomes.
- Analyze quantitative and qualitative data to evaluate program performance and identify areas for improvement.
- Prepare regular reports for internal stakeholders and external funders, ensuring alignment with SNAP E&T grant requirements.
- Collaborate with case managers and program leadership to ensure accurate and timely data entry and reporting.
- Develop and implement data quality assurance protocols to maintain integrity and consistency across systems.
- Support grant compliance by monitoring key performance indicators and assisting with audits and evaluations.

- Translate complex data findings into clear, actionable insights for program improvement and strategic planning.
- Assist in development of data-driven presentations and materials for meetings, training and stakeholder communications.
- May require occasional travel for training, meetings, or site visits.
- Stay current with data analytics tools, trends, and best practices relevant to workforce development and public assistance programs.
Required QualificationsEducation:
Experience:
- Three (3) to Five (5) years of experience in IT support, with at least (2) years in a supervisory role.
- Minimum of two (2) years of experience in data analysis, preferably in a nonprofit, government, or workforce development setting.
- Proficiency in data analysis tools such as Excel, Microsoft 360, Tableau and Power BI.
- Experience with case management systems such as Works Program and familiarity with SNAP E&T program data requirements preferred.
Preferred Qualifications- Bachelor's Degree - Information Technology and or Certifications (Google Data Analytics, Tableau, Power BI, CompTIA Data+, SQL certs)
- Experience with workforce or human services data systems
- Knowledge of SNAP E&T regulations and reporting requirements,
- Demonstrated ability to communicate findings to non technical staff.
Knowledge, Skills, & Abilities- SNAP E&T Program Requirements
- Understanding of federal and state SNAP E&T regulations, performance metrics, and reporting requirements (e.g., participant outcomes, allowable activities, service components).
- Familiarity with public assistance systems, workforce development programs, and case management workflows.
- Data Collection and Reporting Standards
- Knowledge of data validation procedures, quality assurance methods, and compliance expectations for grant funded programs.
- Understanding of data confidentiality regulations (e.g., FERPA, state-level privacy requirements, DHHS data sharing rules).
- Analytical Methods & Statistical Concepts
- Proficiency in quantitative and qualitative analysis, performance measurement, and trend identification.
- Understanding of key workforce indicators such as enrollment, participation hours, retention, credential attainment, and employment outcomes.
- Database and Information Systems
- Knowledge of data management systems commonly used in human services and workforce development (e.g., state eligibility systems, case management platforms, CRM systems, MIS tools).
- Data Analysis & Interpretation
- Ability to analyze participant, program, and performance data using statistical tools to identify patterns, risks, and opportunities for improvement.
- Skill in generating actionable insights that support strategic decision making.
- Technical & Software Skills
- Advanced proficiency in Excel (pivot tables, formulas, data cleaning), data visualization tools (Power BI, Tableau), and database querying (SQL preferred).
- Ability to manipulate, clean, and reconcile data from multiple sources.
- Reporting & Presentation Skills
- Ability to prepare clear dashboards, performance summaries, and grant required reports for internal staff, leadership, and funders.
- Skill in presenting complex data in a way that is understandable to non technical audiences.
