Position Summary
Nightwing is seeking a highly experienced Senior Program Manager to lead the delivery of mission-critical programs supporting a U.S. Intelligence Community (IC) customer in a classified environment. The successful candidate will provide strategic leadership, program execution oversight, customer engagement, and operational excellence across multiple contracts, projects, and technical teams.
This role requires a proven leader with extensive experience managing complex government programs, supporting intelligence missions, and operating within highly secure environments. The Senior Program Manager will serve as the primary interface with government stakeholders, ensuring successful execution of program objectives, contract requirements, and mission outcomes.
Key Responsibilities
  • Lead the planning, execution, and delivery of large-scale intelligence programs supporting national security objectives.
  • Serve as the primary point of contact for government program managers, contracting officers, and senior customer leadership.
  • Manage program scope, schedule, cost, staffing, risk, and performance metrics across multiple workstreams.
  • Develop and maintain integrated master schedules, program management plans, and executive-level reporting.
  • Oversee cross-functional teams consisting of technical, operational, cybersecurity, intelligence, and support personnel.
  • Ensure compliance with contract requirements, security regulations, and organizational policies.
  • Identify and mitigate program risks, issues, and dependencies while maintaining mission continuity.
  • Drive strategic growth initiatives, including identifying follow-on opportunities, contract expansions, and customer needs.
  • Lead workforce planning, recruitment support, employee development, and performance management activities.
  • Coordinate with subcontractors, vendors, and partner organizations to ensure successful program execution.
  • Support proposal development, capture activities, and transition planning for new work.
  • Provide regular program reviews and status briefings to executive leadership and government stakeholders.

Required Qualifications
  • Bachelor's degree in Business, Management, Engineering, Information Technology, Intelligence Studies, or related field.
  • 10+ years of program management experience supporting U.S. Government customers.
  • 5+ years managing programs within the Intelligence Community.
  • Demonstrated experience managing programs valued at $20M+ annually and/or supporting teams of 50+ personnel.
  • Active TS/SCI with Poly security clearance.
  • Experience working within classified and compartmented environments.
  • Strong understanding of federal acquisition regulations, government contracting, and contract management.
  • Experience leading geographically dispersed and multidisciplinary teams.
  • Excellent communication, briefing, negotiation, and stakeholder management skills.
  • Proven ability to manage competing priorities in a fast-paced operational environment.

Preferred Qualifications
  • Program Management Professional (PMP) certification.

The Program Manager provides both strategic leadership and day-to-day operational direction for a large, diverse, geographically dispersed workforce, ensuring mission alignment, exceptional customer satisfaction, and effective delivery of mission-critical services.

Salary & Benefits
The salary associated with this position ($147,000-$296,000) is commensurate with the selected candidate's qualifications, years of relevant experience, and demonstrated level of expertise. Compensation will be determined based on these factors to ensure alignment with skills, responsibilities, and market standards.
