Job description
- In order to meet the demands for our campus community, our university police agency operates 24 hours per day to include weekends, holidays, and overtime as needed.
- Some travel involved to include meetings, training, conferences and other duties.
- Develops and implements goals, objectives, policies and procedures for the department and work units assigned; evaluates and modifies, as required, programs, activities, policies, procedures, rules, orders and regulations to ensure compliance with the university's and department's mission, goals, objectives, core values, Board of Regents Rules, U.T. System Police policies, university operating procedures, department policies and general law.
- Assists in ensuring that the university police department is in compliance with the requirements established in ODOP Policy 107 - Inspection and Staff Assistance Program.
- Interpret and apply applicable Federal, State and local policies, laws and regulations.
- Assists in developing the departmental budget and provides administrative guidance for the control of budget expenditures.
- Reviews and directs assigned fiscal, equipment and human resources activities and services.
- Leads and manages employees.
- Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
- Management and leadership responsibilities include recruiting, interviewing, hiring, developing and training employees; planning/assigning/directing their work; appraising employee performance; rewarding and motivating employees; and addressing employee complaints/performance issues and resolving problems.
- Conducts, directs and reviews investigations of officer and staff misconduct within the police department and makes disciplinary action recommendations to the Chief of Police.
- Directs the preparation of a variety of records and reports relating to departmental activities; prepares, reviews and presents clear, concise, accurate and error free reports and other necessary correspondence; reviews and evaluates reports and other documents submitted by subordinate personnel.
- Designs and implements operational, technical and administrative methods and programs for university law enforcement functions to include (but not limited to) community and problem oriented policing, crime prevention, criminal and administrative investigations, patrol operations, traffic control, public safety, tactical response to critical events incident command, risk mitigation, threat assessment and abatement, special event management, dignitary protection, dispatch operations, emergency management, Clery and Title IX compliance, accreditation, victim assistance, property and evidence, recruiting and personnel, training, physical and human asset security, key control, public relations, inventory control, technology management.
- Directs and manages the application of advanced and innovative concepts and best practices in campus law enforcement to achieve objectives and continuously improve performance.
- Develops new and innovative approaches to problem solving. Identifies and resolves challenging public safety and university community concerns, and human relations problems.
- Controls and commands major investigations, emergency management situations and large university special events.
- Performs risk and threat management assessments and develops related preparedness, response and mitigation guidance. Responds to incident scenes.
- Represents the Chief of Police at meetings, conferences and other public functions; acts, as directed, as media spokesperson for the police department.
- Assumes command of the police department in the absence of the Chief.
- Participates in professional organizations and on a variety of boards, commissions and committees.
- Coordinates law enforcement activities with internal partners, other law enforcement agencies, and other organizations.
- Designs, coordinates, organizes and mobilizes the efforts of the university community to help achieve the department's mission, goals and objectives.
- Establishes and maintains effective working relationships with those contacted in the course of work, especially other members of the department and university.
- Other functions as assigned.
- Bachelor's degree in Criminal Justice or related field from an accredited college or university.
- Texas Peace Officer license and a Master Peace Officer certification from the Texas Commission on Law Enforcement.
- Ten years of increasingly responsible broad based experience as a commissioned police officer with a recognized law enforcement agency, with four years of management and command-level responsibility.
- Be able to maintain a Peace Officer Commission, issued by The University of Texas System, and a valid Texas Driver's License not subject to suspension.
- Remain eligible to drive a University owned or leased motor vehicle as outlined in UTA Procedure 8-6.
- Meet certain prerequisites established by the Director of Police, the Board of Regents, and the Texas Commission on Law Enforcement concerning age requirements and physical, mental, and educational standards.
- Possess and maintain the physical and mental capabilities to properly carry out responsibilities and duties as a commissioned police officer of The University of Texas System
Police.
- Completion of an advanced police management and leadership training such as the FBI National Academy, PERF's Senior Management Institute for Police or a State Law Enforcement Command College, Southern Police Institute, Northwestern Command College, Naval Post Graduate School, Law Enforcement Management Institute of Texas, or IACLEA Executive Development Course.
- Master's degree in Criminal Justice or related field.
- Five (5) years of major command responsibility as a Police Lieutenant or Captain or above. Within the UTSP, persons holding the title of Deputy Chief of Police, Captain, or Lieutenant, or the equivalent, are eligible to apply.
- Experience and knowledge in the areas of event management, homeland security, risk management, emergency management, executive protection and physical security.
- A working knowledge of the Jeanne Clery Disclosure of Campus Security and Campus Crime Statistics Act, and Title IX.
- Able to provide credible testimony in a court of law.
- Proficiency in all phases of duties and responsibilities to be performed.
- Possess the knowledge and skills to effectively perform the essential duties and responsibilities noted above.
- Possess strong leadership skills.
- Possess effective, clear and concise written and oral communications skills.
- Exhibit excellent interpersonal skills.
- Ability to effectively communicate with a wide range of individuals and constituencies in a community.
- Demonstrate logical, effective analytical and problem solving ability.
- Show proficiency in the operation and safety procedures of all equipment utilized by the University Police Department to perform assigned tasks.
- Learn and maintain knowledge and skills in emergency medical procedures, first aid and CPR techniques.
- DRIVING REQUIREMENT:
- Must provide a copy of a Valid Texas Class C Operator's License, and provide a three year driving record to include any and all traffic citations, warnings and accidents.
- Be in excellent physical condition; vision corrected to 20/30, both eyes; color vision - ability to distinguish all colors, both eyes; acute hearing required, both ears; and have the full use of both arms and both legs.
- WORK ENVIRONMENT AND PHYSICAL DEMANDS
- Duties involve sitting, driving, walking, running, standing, stooping, bending, kneeling, climbing, crouching, crawling, pushing, jumping, pulling, dragging, carrying, reaching above head, heavy lifting and lowering, hand-wrist and elbow motion, grasping, and holding.
- Duties include exposure to outside weather conditions, involves a degree of hazard and includes the performance of all duties required of a peace officer.
- Work involves exposure to emergency public safety environment; emergency and disaster situations; potentially hostile environments; dangerous and/or hostile people; animal and human body fluids; hazards of emergency driving hazards associated with traffic control and working in and near traffic; working in and near natural and man-made disasters; inclement weather conditions; working around heavy vehicles and equipment; noise, dust, grease, smoke, fumes and gases; hazardous chemicals; high voltage and toxic materials; waste and infectious diseases; and frequent contact with the public.
