PMO Project Scheduler

Artemis is seeking a full-time Program Management Office (PMO) Project Scheduler to support the Veteran and Family Member Program (VFMP) at the Department of Veterans Affairs. The Project Scheduler will be responsible for building and maintaining the Integrated Master Schedule (IMS) and supporting planning artifacts that synchronize modernization, Electronic Data Interchange (EDI), Knowledge Management, and Change Management workstreams.

The PMO Project Scheduler role requires a self-starter, proactive problem solver and action-oriented team player with previous experience in project scheduling and PMO support for large-scale federal programs. This position needs an individual that is committed to providing superior service, poised under pressure and has a positive and flexible attitude.

This is a contingent hire position.

Offers will be contingent upon client approval, ability to meet security requirements, and the ability to adhere to any on-site requirements (which may change at contract award).

Remote work is anticipated. However, occasional travel for client engagements may be required.

Primary Responsibilities
  • Develop and maintain the IMS for the VFMP Modernization Portfolio in a project management tool such as MS Project, including milestones, start/end dates, task dependencies, and critical path.
  • Integrate Change Management and Knowledge Management delivery into the portfolio IMS and link the schedule to existing VFMP tools and tracking mechanisms.
  • Decompose tasks, durations, and dependencies for program activities, including program/project management, development, business analysis, communications, organizational change management, implementation, strategic planning, and risks/issues.
  • Maintain the master testing schedule, Risk Registry, Stakeholder/RACI Matrix, and dependency documentation for the portfolio.
  • Track schedule performance against baselines, identify deviations and risks to delivery, and escalate issues affecting scope, schedule, or budget.
  • Support preparation of Monthly Status Reports, Quarterly Portfolio Progress Reports, project briefing slides, and meeting minutes delivered no later than three business days after meetings.
  • Facilitate and coordinate schedule inputs for project reviews, including Integrated Baseline Reviews (IBRs), Milestone Reviews, and Go/No-Go decision points.
  • Coordinate schedule updates with the Portfolio Manager, VA Program Manager, and project teams, including the Data Integration Project.
Minimum Qualifications
  • 4 years of experience in project scheduling or project management support for a large corporation or government agency, preferably in a healthcare organization.
  • Bachelor's degree in a related field.
  • Project Management Professional (PMP) certification or similar in quality.
  • Demonstrated proficiency building and maintaining an Integrated Master Schedule in MS Project or a similar project management tool, including dependencies and critical path analysis.
  • Experience maintaining risk registries, stakeholder registries, and program reporting artifacts.
  • Strategic thinker with a forward-looking approach to marketing trends and technologies.
  • Strong problem-solving skills and the ability to think critically.
  • Ability to manage competing deadlines.
  • Experience supporting complex projects and transformation efforts within the federal government.
  • Comfortability with supporting complex client relationships.
  • Ability to obtain and maintain a public trust clearance.
  • Legal authorization to work in the U.S.
Desired Qualifications
  • Strong critical thinking, analytical and time management skills.
  • Proven ability to organize, prioritize and work well with others.
  • Ability to communicate thoughts, ideas and solutions logically both written and orally.
  • Ability to stay calm under pressure and in a fast-paced environment.
  • Ability to receive feedback from clients and implement changes quickly and effectively.
  • Ability to get up to speed quickly on complex issues.
  • Desire to work in a fast-paced, rapidly evolving environment.
