Base pay is influenced by several factors including a candidate's qualifications, relevant experience, and anticipated contributions to meet the needs of the business, along with internal pay equity and external market driven rates. The Value Delivery Manager will serve as a delivery leader, Agile coach, and transformation partner responsible for improving flow, managing dependencies, enabling predictable delivery, and helping teams translate strategic priorities into measurable results. This role is responsible for leading an Agile team to deliver business value, improve delivery performance, and support Capital Blue Cross's transition to a product-centric operating model. This role partners with business and technology leaders to drive execution, optimize team effectiveness, manage dependencies, and coach teams in Agile and Lead practices. As a delivery leader and transformation partner, the position helps translate strategic priorities into measurable outcomes while advancing organizational agility and continuous improvement.

Responsibilities and Qualifications
  • Lead and coach multiple Agile product teams aligned to key business value streams.
  • Drive delivery planning, execution, flow optimization, and continuous improvement.
  • Partner with Product Owners, business leaders, architects, and technology teams.
  • Remove impediments, manage dependencies, and improve delivery predictability.
  • Facilitate quarterly planning, roadmap alignment, and capacity planning activities.
  • Establish and monitor delivery metrics, team health, and value realization outcomes.
  • Coach teams and leaders on Agile, Lean, Scrum, Kanban, and product operating model practices.
  • Support Capital's transformation to a value-stream and product-centric delivery model.

Skills: 

  • Excellent facilitation, coaching, stakeholder management, and communication skills.

Knowledge:

  • Strong understanding of Agile, Scrum, Kanban, Lean, and product operating models.
  • Strong understanding of Software Development Lifecycle (SDLC).

Experience:

  • Minimum 8 years of Agile delivery, program management, product delivery, or related experience.
  • Minimum 5 years as an Agile Coach, Scrum Master, Delivery Lead, Program Manager, or similar role.
  • Experience leading multiple Agile teams and cross-functional initiatives.

Education, Certification and Licenses:

  • Bachelor's degree or equivalent experience.
  • Candidates must hold at least one of the following:
    • Certified ScrumMaster (CSM)
    • Professional Scrum Master (PSM)
    • SAFe Scrum Master (SSM)
    • SAFe Agilist (SA)
    • PgMP - Program Management Professional (PgMP)
    • PMP - Project Management Professional (PMP)
    • PMI-RMP - PMI Risk Management Professional (PMI-RMP)
    • PMI-PBA - PMI Professional in Business Analysis (PMI-PBA)
    • PMITS - Project Management in IT Security (PMITS)
