We are currently looking for a Manager of Integrity Services for our Houston, Texas office.
POSITION DESCRIPTION:
This position serves as the Manager of Integrity Services within the Asset Integrity organization and is responsible for leading multiple supervisory functions that provide technical, engineering, and regulatory adherence support to ensure the safe, reliable, and compliant operation of Boardwalk Pipelines' assets. The role oversees supervisors responsible for Pipeline Safety, Materials & Welding, Engineering Records, and GIS, ensuring alignment across integrity engineering, safety requirements, materials governance, and asset data stewardship.
The Integrity Services team supports both new and existing facilities and supports adherence to applicable pipeline safety regulations, including 49 CFR Parts 192 and 195. The Manager provides leadership and oversight for engineering evaluations, Engineering Critical Assessments (ECAs), integrity-related documentation reviews, materials governance support, and failure investigations across Boardwalk Pipelines' assets.
This position includes oversight of pressure testing programs, MAOP/MOP confirmation activities, anomaly assessments from in-line inspection (ILI) data, repair method selection, ECA development and technical review, technical support of the Approved Manufacturers List (AML), and regulatory support activities. The role collaborates closely with Project Execution, Operations, Compliance, and Supply Chain teams to support integrity assurance while maintaining clear ownership boundaries for enterprise compliance and procurement programs.
The position also provides technical guidance and regulatory adherence oversight during the design and execution of brownfield modifications and greenfield expansion projects, including participation in design reviews, integrity-related studies, and verification that new facilities meet applicable pipeline safety requirements prior to commissioning.
Key responsibilities include:
  • Provide leadership and functional oversight to supervisors responsible for Pipeline Safety, Materials & Welding, Engineering Records, and GIS, ensuring consistent application of integrity engineering, materials governance, and regulatory adherence expectations.
  • Lead and review pressure testing calculations and programs in accordance with 49 CFR Part 192 Subpart J and 49 CFR Part 195 Subpart E.
  • Oversee MAOP (192) and MOP (195) confirmation activities, including review of traceable, verifiable, and complete (TVC) documentation.
  • Develop, review, and provide technical oversight of Engineering Critical Assessments (ECAs) supporting MAOP reconfirmation, special permits, uprates, repairs, and other integrity-related decisions.
  • Provide technical support for the Approved Manufacturers List (AML), including evaluation of materials, manufacturing processes, quality documentation, and fitness-for-service considerations.
  • Provide oversight of in-line inspection (ILI) anomaly assessments, including evaluation methodologies, remaining strength calculations, repair prioritization, and repair method selection.
  • Conduct and review uprate studies, odorization evaluations, and overpressure protection (OPP) assessments to support regulatory adherence.
  • Oversee pipeline anomaly and failure investigations, ensuring root cause analyses (RCAs) are conducted in accordance with 49 CFR §192.617 and internal procedures.
  • Audit integrity-related engineering and technical documentation for accuracy and alignment with applicable pipeline safety requirements.
  • Serve as a key technical representative during PHMSA and State agency audits, inspections, and regulatory engagements.
  • Provide integrity engineering and regulatory adherence support during brownfield and greenfield project development, including participation in design reviews and integrity-related studies.

REQUIRED SKILLS, KNOWLEDGE, AND EXPERIENCE:
  • Strong working knowledge of 49 CFR Parts 191, 192, and 195, with demonstrated experience supporting regulatory adherence within pipeline integrity, safety, or engineering functions.
  • Experience leading or overseeing engineering evaluations related to pipeline integrity, including pressure testing, MAOP/MOP confirmation, uprates, overpressure protection, and repair method selection.
  • Demonstrated experience developing, reviewing, or providing technical oversight of Engineering Critical Assessments (ECAs) supporting integrity decisions, special permits, or regulatory justifications.
  • Working knowledge of in-line inspection (ILI) technologies and anomaly assessment methodologies, including remaining strength evaluations and repair prioritization.
  • Experience supporting materials and welding governance, including review of welding procedures, qualification records, materials traceability, and technical evaluation of manufacturers or materials.
  • Experience providing technical support to an Approved Manufacturers List (AML) or equivalent materials qualification process.
  • Demonstrated ability to support or lead pipeline anomaly and failure investigations, including coordination of root cause analyses (RCAs) in accordance with applicable regulations and internal procedures.
  • Experience collaborating across Project Execution (Engineering), Operations, Compliance, GIS, and Supply Chain organizations to support asset integrity and regulatory adherence.
  • Strong written and verbal communication skills, with the ability to clearly document technical evaluations, engineering justifications, and integrity-related findings.
  • Strong organizational skills and attention to detail, particularly with technical documentation, data quality, and audit readiness.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Ability to travel up to 15% to support field investigations, audits, project reviews, or regulatory engagements.
  • 8+ years of experience in pipeline integrity, pipeline safety, or engineering roles within the natural gas or hazardous liquid pipeline industry.

PREFERRED SKILLS, KNOWLEDGE, AND EXPERIENCE:
  • Licensed Professional Engineer (P.E.) or demonstrated experience performing senior-level integrity engineering evaluations in lieu of licensure.
  • Advanced experience with Engineering Critical Assessments (ECAs) supporting MAOP reconfirmation, special permits, uprates, repair decisions, or fitness-for-service evaluations.
  • Education or professional background in metallurgy, materials science, welding engineering, or mechanical integrity.
  • Strong working knowledge of API, ASME, and industry integrity standards, including but not limited to:
    • API STD 1163 (ILI validation)
    • API RP 1173 (Pipeline Safety Management Systems)
    • ASME B31.8 / B31.8S
    • API 5L and related materials standards
  • Experience supporting PHMSA inspections, audits, incident investigations, or enforcement actions, including preparation of technical responses and supporting documentation.
  • Familiarity with PHMSA Mega Rule requirements, including MAOP reconfirmation, TVC documentation, ECA expectations, and material verification.
  • Experience supporting or overseeing welding procedures, welder qualifications, and construction integrity programs.
  • Experience working with GIS-based asset data, alignment of spatial data with integrity and regulatory needs, and support of regulatory reporting.
  • Working knowledge of pipeline risk assessment methodologies and integrity management principles.
  • Experience supporting or participating in brownfield modifications and greenfield pipeline projects, including design reviews and pre-commissioning integrity evaluations.
  • Demonstrated experience leading or mentoring supervisors or multidisciplinary technical teams.
  • Prior experience in both natural gas and hazardous liquid pipeline systems.

REQUIRED EDUCATION:
  • BS in Engineering from an ABET accredited University
