Job description

Personnel Clerk I, Sr-13

Under the general supervision of the Personnel Clerk II, the incumbent is responsible for independently preparing and/or processing various personnel transactions in the Records and Employee Services Section. The incumbent must have a thorough working knowledge of the Hawaii Revised Statutes governing Civil Service Rules, Department of Human Resources Personnel rules, the provisions of the City Charter which impacts the City's employment procedures, collective bargaining contracts, department policies and procedures.

Example of Duties:

  1. With extensive interpretation and application of Civil Service laws, rules, regulations, policies, procedures and bargaining unit agreements, independently performs various personnel transactions:
    1. Processing Family Leave, Military Leave, promotions, transfers, suspensions, and Leave Without Pay requests; computes and prepares a Form 17 (Personnel Action Summary) on any Leave of Absence and/or suspensions as needed.
    2. Utilizing city Advantage (human resources/financial) application to initiate, process, and submit the Employee Status Maintenance request that initiates Form 17 as required relative to onboarding new employees, personal services contract hires, personnel movements, and employee status changes.
    3. Establishing and maintaining motor patrol list.
    4. Processing transfer requests; establishing transfer lists.
  2. Developing and assisting in the maintenance of files and records pertinent to all departmental personnel and positions:
    1. Assuring that all employee personnel records are maintained in accordance with Department of Human Resources and departmental rules and procedures. Screens inquiries for conformance with the Privacy Act and all other pertinent laws and ordinances.
  3. Processing renewals of existing personal services contracts.

Minimum Qualification Requirements:

Training and Experience: A combination of education and experience substantially equivalent to graduation from high school and three years of clerical experience, one of which shall have involved work relating to personnel activities.

License Requirement: Valid State of Hawaii Notary Public's Commission

Knowledge of: Civil Service laws, rules, regulations, policies and procedures; pertinent provisions of various bargaining unit agreements; basic merit system philosophy; various types of personnel transactions and procedures for processing thereof, and methods for keeping personnel records; range of occupations common to government service; office practices and procedures; use of standard office equipment.
