Job Description

The Public Works Department is actively seeking a Permit Assistant Senior.

This is advanced administrative support work in the review and processing of building permits in compliance with applicable City ordinances and building and zoning codes and researching, indexing, scanning, and accessing documents to and from varied archived sources. The work requires knowledge of the techniques, methods, procedures, and regulations governing the issuance of building permits which is gained through specialized training and job experience. May assign and monitor the work of others. Contacts require skills in understanding and influence behavior with persuasiveness, assertiveness, and sensitivity to other's point of view. The work is semi-routine in that tasks are covered by procedures and precedents involving a variety of situations, and requires some decision-making in choosing the appropriate method, technique, or procedure to follow. The work is patterned involving similar situations and generally requiring only the choice of the correct procedure. Work is performed in an office environment. Operates standard office equipment including personal computers. The physical demands consist mainly of sitting or standing at a workstation for extended periods of time and occasionally lifting and moving light objects weighing up to twenty (20) pounds. The work is performed under general supervision with varied work assignments and, although subject to standard practices and procedures, some latitude is permitted in setting priorities subject to superior's approval.

  • Answers questions and explains permit requirements to customers and telephone callers.
  • Tracks payments, records judgments, and satisfaction of judgments, and prepares and files cases with the Clerk of Courts and the Municipal Code Enforcement Board.
  • Supplies information to builders, developers, financial institutions, and governmental agencies.
  • Verifies permit fees for payment to the Tax Collector's Office.
  • Performs data entry to maintain permit, complaint, violation, and inspection information for all trades.
  • Ensures all documents are in permit package, scans package for digital storage and performs quality control on scanned documents prior to input into digital storage software in compliance with section 508.
  • Resolves customer complaints.
  • Assigns and monitors work of other employees.
  • Research complex document requests and gathers researched copies and develops estimated cost invoices for customers.
  • Researches and investigates through C.A.R.E. system for violations and permit history.
  • Creates CD's or print material of requested documentation for customers.
  • Creates PDF files from Microfiche and other electronic archive file formats.
  • Operates standard office equipment such as personal computers using word processing, spreadsheet, database, scanning and indexing system and related software applications including Adobe Pro, Microsoft Word to advance Section 508 compliance. .
  • Demonstrates proficiency in the City of Jacksonville's competencies.
  • Performs related work as required.

NOTE: For the purpose of this job specification, "Building Permit" means any permit issued by the construction trades activities to include building, electrical, plumbing, sign, site clearing, roofing, mobile homes, and mechanical permits.

  • The probationary period for this classification is six (6) months.
