Job description

Job Description Everforth ECS is seeking a Performance Test Engineer to work in the National Capital Region covering the Pentagon, Falls Church, and Fairfax. Please Note: This position is contingent upon contract award. The War Data Platform (WDP) is a key initiative within the U.S. Department of War's (DoW) AI-First strategy introduced in early 2026. The WDP separates business and financial data from operational warfighting data, aiming to accelerate the deployment of artificial intelligence (AI) on the battlefield. The WDP extends to Unclassified, Secret, and Top Secret environments, and supports collaboration between Combatant Commands, Joint Staff directorates, Senior Executive Service leaders, and operational analysts. The Performance Test Engineer designs, executes, and sustains the performance testing infrastructure that validates WDP Core Integration's responsiveness, throughput, scalability, and resilience across the full software delivery lifecycle, directly supporting DoW mission-owner communities, Joint Staff analysts, Combatant Command elements, and Senior Executive Service leadership. This role ensures that WDP platform capabilities meet and sustain their performance commitments under both nominal and surge operational conditions by embedding automated performance validation into DevSecOps pipelines and continuous delivery workflows. • Develops and executes performance-testing activities supporting War Data Platform (WDP) Core Integration System software operations for Department of War missions, Joint Staff analysts, Combatant Command elements, and Senior Executive Service leadership.
• Contributes to the War Data Platform (WDP) Core Integration System Test Plan by defining response-time, throughput, scalability, and quality-gate targets and embedding those targets as automated checks within CI/CD and DevSecOps pipelines.
• Builds and maintains automated load-test scripts covering baseline, peak, stress, spike, and soak scenarios using JMeter, Locust, k6, Prometheus metrics, Grafana dashboards, and Elastic Stack telemetry.
• Applies Infrastructure-as-Code tooling to provision isolated, production-like clusters with synthetic or masked mission data to support consistent and repeatable test execution.
• Conducts scheduled and on-demand load, stress, and capacity tests and captures key performance indicators including percentile response times, transactions per second, CPU, memory, storage, and network utilization.
• Correlates performance data with application logs, infrastructure traces, and deployment events to identify bottlenecks, performance regressions, and configuration issues.
• Collaborates with development, operations, and security teams to validate fixes, refine test scenarios, and update performance baselines.
• Produces performance-test artifacts including automated test pipelines, KPI dashboards, performance summaries, and release-readiness inputs supporting operational resilience, mission assurance, and sustained program value across the War Data Platform (WDP) Core Integration ecosystem.
• Performs other duties as assigned. Required Skills • Current Secret security clearance with the ability to obtain and maintain a Top Secret (TS) security clearance with Sensitive Compartmented Information (SCI).
• 3-10 years of experience in performance testing, software quality engineering, or a closely related technical discipline within federal, DoW, or enterprise software delivery environments.
• Demonstrated hands-on experience building and executing automated performance test suites using tools such as JMeter, Locust, or k6, with applied experience capturing and analyzing performance metrics through Prometheus, Grafana, or Elastic Stack in support of CI/CD-integrated quality gate enforcement and release validation workflows.
• Strong problem-solving and decision-making capabilities, with a proven ability to weigh the relative costs and benefits of potential actions and identify the most appropriate solution.
• Highly developed interpersonal and oral/written communication skills, with the ability to effectively and professionally interact with a diverse set of stakeholders (from peers to end-users to executive management). Desired Skills • Active Top Secret (TS) security clearance with Sensitive Compartmented Information (SCI) eligibility.
• Relevant certification in software testing, cloud engineering, or performance engineering, such as ISTQB Certified Tester - Performance Testing, AWS Certified DevOps Engineer - Associate, or an equivalent credential demonstrating proficiency in automated performance testing and DevSecOps integration.
• Experience with Infrastructure-as-Code tools such as Terraform, Docker Compose, or Ansible for provisioning and managing isolated, reproducible performance test environments in multi-enclave or classified cloud settings.
• Familiarity with Agile and SAFe delivery methodologies, including experience integrating performance test planning, Service Level Objective definition, and KPI dashboard reporting into sprint cycles and Program Increment planning events.
• Working knowledge of Site Reliability Engineering (SRE) principles, including experience defining and monitoring Service Level Objectives and Service Level Indicators in support of operational resilience, platform availability commitments, and continuous improvement initiatives across government or enterprise cloud environments.
