The City of Virginia Beach is seeking a forward-thinking Director of Performance & Analytics to manage and enhance the City's business intelligence and strategy platform utilizing data-informed decision-making processes to achieve desired performance outcomes. This leadership role presents a unique opportunity to lead organizational strategy, strengthen a culture of continuous improvement, and advance the organization's use of data to impact decision-making and optimize service delivery across City operations.
The director will play a critical role in aligning performance outcomes with the City's strategic priorities while fostering operational excellence and the use of applied research in government services. The Director of Performance and Analytics will provide direction and leadership to support and enhance the City's strategic planning and operational performance initiatives. The successful candidate will utilize Lean Six Sigma principles to influence deficiencies in performance areas, and lead the citywide strategic planning process. This position will report directly to a Deputy City Manager and will provide leadership and oversight to a team in the Office of Performance and Accountability, with the possibility of additional resources being added to accomplish the Office's mission. The director will collaborate closely with City leadership, departments, and stakeholders to identify opportunities for organizational improvement, operational efficiencies, and enhanced service delivery.
The ideal candidate will have skill in varied research and statistical models, methodologies, and frameworks that can advance the organization's use of data to impact decision-making and optimize service delivery. They will have experience in strategic planning, knowledge of stat programs, and a broad understanding of local government - ideally having prior experience in enterprise-wide budgeting, strategic planning, or performance management. Additional experience leading complex applied research initiatives is strongly desired. The successful candidate will be a collaborative and forward-thinking leader with the ability to leverage data, drive operational improvements, and support informed decision making across the organization.
