Job description

Consor is seeking a Water Distribution System Modeler and Planner to play a critical role in the continued growth of our Utility Planning practice. This position is ideal for an engineer with strong technical depth in water distribution system modeling and planning, who can also contribute to project leadership, client relationships, and business development.

The Water Distribution System Modeler and Planner will serve as a key technical resource on complex planning and modeling assignments, supporting public and private utility clients with system analysis, capacity planning, capital improvement planning, and regulatory-driven studies. This role combines firsthand modeling with leadership responsibilities, allowing the successful candidate to influence both project outcomes and the evolution of Consor’s water planning services.

Project compensation $130,000 - $180,000 depending on experience. 

This can be a fully remote position for candidates across the Pacific Northwest.


  • Serve as a technical leader, task leader, or project manager on water distribution modeling and utility planning projects.
  • Develop, calibrate, and analyze hydraulic and water distribution system models to evaluate system performance, reliability, fire flow, water quality, growth impacts, and operational scenarios.
  • Prepare engineering reports, planning studies, technical memoranda, and model documentation for a variety of clients and regulatory audiences.
  • Support capital improvement planning (CIP), system master plans, and long-range infrastructure planning efforts.
  • Collaborate with multidisciplinary teams on integrated water, wastewater, and stormwater planning initiatives.
  • Assist with proposal development, including technical approaches, scope development, and level-of-effort estimates.
  • Maintain and foster client relationships before, during, and after project execution, acting as a trusted technical advisor.
  • Provide mentoring and technical guidance to junior modelers and engineers, as appropriate.
  • Coordinate with GIS, asset management, and operations staff to integrate data into modeling workflows.
  • Support business development efforts by identifying client needs and contributing to strategic growth initiatives within the Utility Planning group.

  • Bachelor of Science in Civil Engineering, Environmental Engineering, or a closely related engineering discipline with an emphasis in hydraulics; or a Master of Science in Civil Engineering, Environmental Engineering, or a closely related discipline, (preferred)
  • 8+ years of professional experience in water distribution system modeling and planning (collection system experience is a plus).
  • Professional Engineer (PE) license.
  • Demonstrated experience developing and applying hydraulic models for system analysis, planning studies, and decision support.
  • Proficiency with one or more of the following modeling and planning tools:
  • EPANET
  • InfoWater Pro
  • WaterCAD / WaterGEMS
  • Strong working knowledge of GIS and data integration for model development.
  • Experience with dashboards, model optimization tools, Python scripting, or other automation/data analysis tools is a plus.
  • Strong written and verbal communication skills, with the ability to convey complex technical concepts clearly to diverse audiences.
  • Ability to work independently while also collaborating effectively in team environments.
  • This office job primarily operates in a professional office environment and routinely requires the use of standard office equipment such as computers, phones, and copy machines. May occasionally be exposed to noise.
  • While performing the duties of this job, the physical demands of the employee may include constant sitting, talking, hearing, repetitive motions, and occasional standing, moving, reaching, handling, grasping, feeling, and coordination. This job will rarely require lifting, carrying, pushing, or pulling over to 35 lbs.
