Job Summary:
Reporting to the Core Renewables Lead Project Development Manager and located in Reston, VA, this role is responsible for the development, review, and production of core renewables (onshore wind, PV solar and battery energy storage solution) proposals and leading the development, negotiations and finalization of EPC Contract Exhibits for the Renewables & Clean Power business line. Must adhere to corporate compliance requirements. Establishes/implements all procedures, standards, and schedules associated with assigned proposals and directs the work of all personnel assigned to the proposal in coordination with the assigned BD Manager. Responsible to develop and manage executable, compelling, and winning proposals. Must be a capable writer and editor with the ability to create proposal content and promote Bechtel's competitive differentials/advantages, work to strict deadlines, effectively communicate with clients, partners, and fellow employees, schedule/complete multiple tasks, and be flexible and comfortable working in a fast paced, results-oriented environment. This role will also support overall EPC Contract negotiations as required.
"This position is designated as part-time telework per our global telework policy and will require at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership"
Major Responsibilities:
  • Collaborates with M&BD managers to develop proposal and teaming strategies, including the identification of win points and win plan, KBFs/KSFs, relevant past performance, customer issues, and competitor strengths/weaknesses during pre-solicitation release phases and throughout the proposal process.
  • Translates RFP/RFQ/RFI requirements into an annotated proposal outline and content plans that are designed to deliver a timely, winning proposal that is compliant with corporate requirements.
  • Develops format and style guidelines and assumes responsibility for the quality of the proposal.
  • Prepares proposal schedules, proactively tracks and reports progress against these baselines, and develops and implements corrective actions, when necessary, to keep the proposal effort on track in relation to the necessary production schedule.
  • In collaboration with M&BD Manager, conducts milestone assessments regarding proposal readiness for team reviews, sets team review goals and objectives, dispositions team reviewer comments, and develops open items closure plan.
  • Assembles all required proposal resources working with Core Renewables functional team leads.
  • With the M&BD Manager, conducts the kickoff meeting and other proposal process meetings, including daily and / or weekly proposal status meetings, team reviews, and GBU reviews.
  • Creates proposal content and promotes Bechtel's competitive advantages/discriminators by working with the M&BD Manager and other team members to understand market positions, competition, current capabilities, culture, and client drivers.
  • Drives decision making, provides direction, and removes roadblocks for the team during the proposal development process.
  • Implements excellent oral and written communication skills as both writer and editor.
  • Reviews all proposal material being developed, offers training and guidance to authors and others as required, and resolves both content and production issues.
  • Manages the preparation of oral presentations and follow-up submissions, such as best-and-final offers, Evaluation Notifications/Notices, etc.
  • Takes post-proposal responsibility for documenting and disseminating lessons learned, debriefing information, and proposal process improvement suggestions.
  • Develops and/or manages development of EPC Contract Exhibits working with the appropriate internal resources & functions.
  • Collaborates with the cognizant M&BD Manager and Legal Counsel to conduct EPC Contract Exhibit negotiations with Customers. Supports overall EPC Contract negotiations as required.

Education and Experience Requirements:
  • Bachelor's degree in relevant field or equivalent full-time work experience.
  • Minimum 15 years EPC management experience.
  • Advanced understanding of contracts, plans, schedules, specifications, codes, design/build contracts, and construction means and methods.
  • Basic understanding of construction law and generally accepted business practices.
  • Must have the right to work and remain the in the United States.

Required Knowledge and Skills:
  • Knowledge of engineering, procurement, contracts, construction, and commissioning work processes.
  • Experience with EPC Contract negotiations and/or developing or leading development of Contract Exhibits.
  • Basic knowledge of project controls concepts, practices, and procedures, specifically project schedules, work breakdown structure, and budgets.
  • Strong multi-tasking, as work is performed across a portfolio of projects simultaneously and has significant interaction with stakeholders, subcontractors, OEMs, and vendors as needed.
  • Ability to interpret bid/solicitation requirements and proposal response strategy and approaches on individual opportunities.
  • Knowledge of proposal preparation processes and procedures and ability to flexibly utilize various processes and procedures dependent upon nature and scope of proposal effort.
  • Skill in preparing proposals, qualification documents, presentations, and other marketing materials.
  • Skill in persuasive written and oral communication, including excellence in writing/editing compliantly and relevantly to bid questions and conceptualizing effective graphics to present complex technical, organizational, or procedural material.
  • Ability to work unpredictable schedules, including overtime, weekends, and holidays as required by solicitation.
  • Ability to travel to support proposal efforts as needed.
  • Ability to effectively lead diverse, multi-disciplinary teams of proposal personnel and train participants in required skills or procedures.
  • Ability to work confidently and empowered as a senior member of the Pre-Construction team, including making sound decisions with regards to proposal strategies.
  • Expert knowledge in Microsoft Word and PowerPoint; working knowledge of Microsoft Excel and Adobe Acrobat.
  • Experience with proposal management, proposal development, and the direct management of proposal operations.
  • US citizenship preferred.
