Project Overview:

Several combined cycle power projects are currently planned to be developed and executed by Bechtel over the next 5-10 years. During the development phase of these projects, teams will be organized to support multiple projects concurrently. Following project award dedicated project teams will be formed and the Project Engineering Manager (PEM) will be assigned to lead a single team.  

The PEM will initially be based in Reston, VA, but will need to travel on buiness trips to India or to the job site as required.

Job Summary:

The Project Engineering Manager (PEM) will lead the development and execution of combined cycle power projects. In this role, you will be responsible for team leadership and technical quality. You will utilize individual technical knowledge to interpret, organize, execute, and coordinate the engineering technical aspects for complex projects. You will participate in project planning, proposal review, and will own the engineering elements of capital estimates. Your technical guidance and recommendations will ensure engineering aspects meet project requirements and remain within scope and budget.   This position is designated as part-time telework per our global telework policy and will require at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership. #LI-JL1

Major Responsibilities:
  • Level 1: Responsible for multiple projects in development or medium to large sized projects in execution.
  • Possesses full technical responsibility for interpreting, organizing, executing, and coordinating assignments. Participates in project planning prior to proposals to provide technical guidance in the engineering and construction review of proposals.
  • Provides input to and owns the engineering elements of a project capital estimate (proposals and execution) quantities and budgets. Reviews major changes or deviations in project scope, project material quantities, budget or schedule, and assists particularly with defining the change, obtaining accurate estimates of the hours involved, and recommending budget adjustment.
  • Ensures engineering efforts with Project Manager, Procurement, Construction, Startup, Environmental Safety and Health (ES&H), and Project Controls. Directs the preparation of project studies, reports, forecasts, special engineering reports, and plant data book.
  • Level 2: Oversees multiple Project Engineers or PEM who are leading projects during development or execution. Alternatively, leads engineering teams for large, complex combined cycle projects with minimal oversight required.
Education and Experience Requirements:

Level 1:  Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience.

  • Recent experience on Bechtel combined cycle projects desired. 

Level 2: Requires bachelor's or master's degree (or international equivalent) and 15+ years of relevant experience or 19+ years of relevant work experience.

  • Recent experience as PE or PEM on Bechtel combined cycle projects desired
Required Knowledge and Skills:

Level 1: Professional Engineering License or Chartered Engineer Degree and/or professional qualification in a relevant engineering, plus membership of an appropriate professional body.

  • Experience in leading multi-discipline high performing engineering teams.
  • Experience in collaboratively working within an integrated cross-functional team.
  • Ability to manage stakeholder expectations and requirements to ensure high quality design is developed and aligned with Contract requirements. 

Level 2: Ability to confidently present to senior management, clients, and stakeholders. Ability to manage project risk profile.
