We are seeking an Administrative Support Services- Program Manager (PM) to support Refugee, Asylum, and International Operations (RAIO) within Refugee and International Operations (RIO), providing overall contract leadership, operational oversight, and liaison support between the Contractor and the U.S. Government.

So, what will the Program Manager at Terrestris do?

The Program Manager is a key personnel position supporting the U.S. Department of Homeland Security (DHS), U.S. Citizenship and Immigration Services (USCIS), Refugee, Asylum, and International Operations (RAIO) Directorate.

The Program Manager is responsible for overall contract execution, serving as the primary liaison between the Contractor and the Government. This role ensures high-quality administrative support services are delivered in compliance with contract requirements, performance work statements (PWS), and applicable DHS regulations.

What does a typical day look like for the Program Manager?

You will:

  • Act as the central point of contact between the Contractor and the Government Contracting Officer's Representative (COR)
  • Provide full authority to act on behalf of the Contractor for all daily operational contract matters
  • Ensure contract performance remains within scope, cost, schedule, and quality requirements
  • Maintain compliance with DHS, USCIS, and RAIO policies and procedures
  • Oversee Site Leads and Executive Administrative Support personnel
  • Ensure adequate staffing, coverage, and performance across multiple locations and shifts
  • Provide periodic surveillance and oversight of on-site operations
  • Ensure personnel performance aligns with PWS requirements and service-level expectations
  • Identify, communicate, and resolve performance issues in coordination with the Government.
  • Prepare and deliver required reports, briefings, and status updates
  • Serve as escalation point for operational, staffing, and performance-related concerns
  • Implement quality control processes to ensure consistent, compliant service delivery
  • Monitor performance metrics and corrective actions
  • Proactively identify risks and recommend mitigation strategies

What qualifications do you look for?

You might be the professional we're looking for if you have:

  • Authorization to work in the U.S. permanently, without sponsorship.
  • Active Secret Security Clearance
  • Three (3) years of project or program management experience within the last five (5) years, including at least one of the following:
    • Management of a project and/or contract valued at $5 million or more, OR
    • Supervision of approximately 50 personnel supporting a contract or project across multiple shifts and geographically dispersed locations
  • Bachelor's degree from an accredited college or university.
  • Strong contract and project management capabilities
  • Experience managing large, complex service contracts
  • Excellent communication and stakeholder engagement skills
  • Proven ability to manage distributed teams
  • Knowledge of federal contracting environments (DHS/USCIS experience preferred)
  • Strong organizational, problem-solving, and decision-making skills
