Summary:
The Tier 1 NOC Operator provides around-the-clock monitoring, fault detection, and incident management for the Navy Enterprise Voice and Video System - Hawaiʻi (NEVVS-HI). This position is part of a mission-critical 24x7x365 operation supporting the Navy's voice and video network infrastructure. Operators serve as the first line of defense, identifying, analyzing, and escalating network issues affecting telephony and video services across Joint Base Pearl Harbor-Hickam and annex locations.
This will be shift work - mornings, evenings, nights.

Responsibilities
Essential Job Functions:
  • Monitor telephony and network systems in real time using Government-provided network management tools.
  • Detect, document, and report Priority I/II/III and Mission Essential Circuit (MECL) incidents per established procedures.
  • Perform initial fault isolation, diagnosis, and troubleshooting to identify network, circuit, or equipment failures.
  • Escalate incidents to Tier 2 or Tier 3 support, ensuring timely updates and accurate documentation in the Telephony Management System (TMS).
  • Collaborate with field technicians and system administrators to support network/service restoration and verification.
  • Maintain situational awareness through continuous communication and reporting to leadership and impacted customers.
  • Develop and maintain accurate ticket documentation, ensuring full traceability and data integrity.
  • Support continuity of operations by assuming alternate site duties during COOP events and exercises.
  • Adhere to all security, safety, and standard operating procedures as defined by NCTAMS PAC and NEVVS-HI governance.

Qualifications
Necessary Skills and Knowledge:
  • Strong analytical and troubleshooting skills in a high-tempo network operations environment.
  • Proficiency in fault detection, alarm correlation, and incident response procedures.
  • Familiarity with network monitoring tools and ticketing systems (e.g., TMS, SolarWinds, HP OpenView, or similar).
  • Ability to follow and execute technical SOPs with precision and accountability.
  • Effective communication and coordination skills for real-time operational reporting.
  • Commitment to maintaining operational discipline, accuracy, and professional composure under pressure.

Minimum Qualifications:
  • Must have Avaya certification, OR VoIP Network Management certification, OR documented experience with VoIP Network Operations.
  • Special Requirements: Must have one of the following to meet the DoD 8140.03 Cyberspace Workforce (CWF) Code 441 - Network Operations Specialist baseline certification requirements at the Intermediate proficiency level:
    1. Formal education (BA Degree)
    2. Government-specific training
    3. An industry-recognized certification (e.g., CompTIA Security+, Network+, or CCNA).
  • Availability: Must be able to workday, evening, overnight, weekend, and holiday shifts to support 24/7 mission operations.
  • Rotating shifts in a 24x7x365 NOC environment.
  • Collaborative team setting with direct mission support to Navy communications operations.
  • Requires strict adherence to information assurance, safety, and security standards.
  • US citizenship required.
  • MUST be able to obtain an ACTIVE DoD Secret Clearance.

Preferred Qualifications:
  • Bachelor's degree in Information Technology, Cybersecurity, or related field.
  • Additional certifications such as CompTIA Security+, Network+, or CCNA.
  • Prior experience supporting DoD or Navy network environments.
  • Familiarity with Defense Switched Network (DSN) or enterprise telephony infrastructure.
