Essential Job Duties
The Business Officer will perform a variety of administrative, fiscal, HR, and operational functions for OIT and Business Services, providing support to serve nearly 300 employees within OIT. This position will report directly to the Director of Business Services, in coordination with the Manager of Human Resources, and serve as the point of contact for other operational needs within Business Services and OIT.
As the Business Officer, your work will have a direct impact on the department's success by supporting efficient operations and delivering exceptional service to campus partners. You'll work alongside a collaborative team in an environment that encourages professional growth and fosters a rewarding workplace experience.
Key responsibilities will fall within the functional areas outlined below:
Financial Management:
  • Initiate and process a variety of financial transactions, including purchase requisitions, purchase orders, voucher payments, reimbursements, interdepartmental transactions, Marketplace orders, and related fiscal activities.
  • Support the financial management of OIT budgets by monitoring expenditures, processing budget adjustments, reconciling financial transactions, and ensuring compliance with university policies and accounting guidelines.
  • Appropriates spending and the allocation of funds by processing budget journals and other financial actions during the university's fiscal year end closeout period
  • Serves as the point of contact with college departments that partner with OIT on technology projects that are grant-funded, to manage pre- and post-award processes (budget preparation, no-cost extensions, reporting, budget closeout)
  • Process and reconcile procurement card transactions, travel authorizations and reimbursements, insurance payments, and other assigned financial activities.

Human Resources:
  • Initiate and process employment actions for student, temporary, and other designated employee groups, including personnel transactions and employment changes.
  • Maintain personnel records and organizational information by managing electronic personnel files, updating organizational charts, and supporting the accuracy of HR documentation.
  • Partner with the OIT Human Resources team to support recruitment activities, ensure compliance with university policies, and assist with HR projects and operational initiatives.

Business Services Operations:
  • Coordinate business services operations by serving as the primary contact for building access, key management, office equipment, surplus property, permits, and office supply procurement.
  • Support departmental operations by coordinating meeting and event logistics, assisting with asset management activities, and providing administrative support for Business Services initiatives.

Other Responsibilities
In addition to the core responsibilities of this role, there will be occasional opportunities to take on additional duties. Qualifications
Minimum Education and Experience
Graduation from a four-year college or university with a degree in Business Administration, Public Administration or related business area and three years of administration management or business management experience; or, an equivalent combination of training and relevant.
All degrees must be received from appropriately accredited institutions
Other Required Qualifications
  • Working knowledge of enterprise resource planning (ERP) systems, such as PeopleSoft HR, PeopleAdmin, PeopleSoft Financials, or similar platforms used to support human resources, financial, and business operations.
  • Skilled in processing HR, financial, and administrative transactions while maintaining accuracy, compliance, and effective business operations.
  • Knowledge of financial management and accounting practices, including processing, reconciling, and monitoring financial transactions while ensuring compliance with established policies and internal controls.
  • Capacity to interpret and apply administrative policies, procedures, and business processes to resolve routine operational issues, make informed decisions, and determine when escalation is appropriate.
  • Success managing multiple priorities while maintaining accuracy, safeguarding confidential information, meeting deadlines, and providing timely follow-up with campus partners and stakeholders.
  • Customer service and communication skills that support positive interactions, timely responses, and productive working relationships with faculty, staff, students, university partners, external organizations, and the public.

  • Knowledge of UNC System and/or NC State University processes and protocols
  • Demonstrated understanding and application of university policies, procedures, and regulations, with regards to financials, human resource administration and business operations
  • Proficiency with Microsoft Office (particularly Word and Excel); Google Workspace, particularly Gmail and Google Drive (especially Docs and Sheets)
