Job description

Old Harbor Solutions, a subsidiary of Three Saints Bay, LLC, and a Federal Government Contractor industry leader, is looking for a Part-Time Contract Specialist to join our team in Norfolk, VA.
Position Responsibilities
  • Provide contracting support and advisory services to the Contracting Officer (KO) in support of LOG-9 in Norfolk, VA.
  • Assist with both pre-award and post-award contracting activities.
  • Conduct market research for assigned projects and procurement actions.
  • Develop and issue Requests for Proposals (RFPs), Requests for Quotes (RFQs), and solicitations with guidance from the KO.
  • Receive, review, and provide recommendations regarding proposal responsiveness and compliance.
  • Participate as a non-voting member of evaluation teams, including support for oral presentations and best value trade-off evaluations.
  • Assist with cost and price analysis and development of pre- and post-negotiation positions.
  • Support contract and task order negotiations.
  • Assist with contract administration activities, including:
    • Contractor discrepancy reports
    • Requests for equitable adjustments
    • Cure notices
    • Default documentation
    • Other related contract documentation
  • Support invoice processing and payment tracking for assigned task orders.
  • Assist with administrative closeout of contracts and task orders, including final reports and evaluations.
  • Utilize Coast Guard procurement and financial management systems in the performance of duties.
  • Develop milestones and provide status/progress reports to the KO.
  • Provide additional contracting support duties as assigned.

Position Requirements
  • Minimum of five (5) years of formal contracting experience.
  • Experience performing federal acquisition duties under the Federal Acquisition Regulation (FAR) in:
    • A GS-1102 or equivalent role or a contractor role providing acquisition support to a federal agency.
  • Current Federal Acquisition Certification in Contracting (FAC-C) Professional certification (or current DHS/USCG equivalent certification).
  • Experience supporting both pre-award and post-award contracting functions.
  • Strong knowledge of:
    • Federal Acquisition Regulation (FAR)
    • Contract administration
    • Cost and price analysis
    • Contract negotiation
    • Socioeconomic procurement policies
  • Familiarity with various contract types and acquisition strategies, including:
    • Best Value Source Selection
    • Lowest Price Technically Acceptable (LPTA) procedures
  • Strong analytical, organizational, and communication skills.
  • Experience supporting U.S. Coast Guard contracting activities is preferred, but not required.

This is a Part-Time Position.
