What is a part time fractional human resources professional?

Part-time fractional human resources professionals are HR experts who work for organizations on a part-time or as-needed basis, rather than as full-time employees. They typically support multiple companies at once, providing services such as recruitment, employee relations, compliance, and policy development. This arrangement allows businesses to access high-level HR expertise without the cost of hiring a full-time HR manager. It is especially beneficial for small to mid-sized companies that need flexible and scalable HR support.

How do part time fractional human resources professionals typically balance responsibilities across multiple organizations?

Part-time fractional Human Resources professionals often work with several organizations simultaneously, which requires effective time management and strong communication skills. They usually establish clear priorities and maintain consistent documentation to stay organized across different clients. Collaboration is typically done remotely or through scheduled onsite visits, and they may use shared digital tools to coordinate with internal teams. This structure allows for flexibility but also demands adaptability to varying company cultures, policies, and HR needs.

What are the key skills and qualifications needed to thrive as a part time fractional human resources professional, and why are they important?

To thrive as a Part Time Fractional Human Resources professional, you need a solid understanding of HR best practices, employment law, and talent management, often backed by a degree in HR or related field and relevant experience. Familiarity with HRIS platforms, payroll systems, and certifications like SHRM-CP or PHR are frequently required. Exceptional organizational skills, adaptability, and strong interpersonal communication help build trust and manage multiple clients or projects effectively. These competencies ensure efficient HR operations, compliance, and valuable support to organizations without full-time HR staff.

Job description

Human Resources Specialist (Part-Time)
About the Role

Managed Medical Review Organization (MMRO) is looking for a part-time Human Resources Specialist to own the day-to-day HR operations that keep our company running well. This role covers payroll administration, recruiting, onboarding, benefits administration, employee records, and compliance support, and serves as the first point of contact for employee HR questions. You will also play a visible part in company culture, training, and engagement, and provide administrative support to leadership on cross-departmental projects.

We work in a HIPAA-regulated environment, so professionalism, accuracy, and confidentiality matter in every interaction.

What You'll Do

Recruiting and Onboarding
Post openings, source and screen applicants, conduct initial phone screens, and coordinate interview scheduling with hiring teams.
Coordinate pre-employment requirements, including background checks, fingerprinting, and license verification.
Complete new hire onboarding in the HRIS, including documentation, confidentiality agreements, and benefit enrollment.
Verify I-9s per federal requirements using e-Verify, and assign and track new hire training.

Benefits and Payroll Support
Administer benefit enrollments for new hires and during open enrollment, and process qualifying life event changes.
Reconcile monthly benefit invoices against enrollment records and resolve discrepancies with carriers and brokers.
Support 401(k) administration, including enrollments, contribution changes, annual notices, and census reporting.
Track PTO and sick time balances and answer employee questions about accruals and usage.
Verify and process payroll.

HR Compliance and Records
Maintain accurate, complete, audit-ready employee records from hire through termination.
Perform monthly federal exclusion checks for all staff and maintain tracking documentation.
Keep HRIS data, job records, and reporting structures current.
Support updates to HR policies, the company handbook, SOPs, and job descriptions.
Coordinate offboarding logistics and prepare preliminary documentation for employment-related legal matters for review by General Counsel.

Culture, Training, and Engagement
Administer the corporate training program, including attestation tracking and quality control reporting.
Manage the employee recognition platform and coordinate employee surveys.
Support culture initiatives, celebrations, and internal communications, and help plan company events.

Administrative Support
Provide administrative support to leadership, including document creation, quality review, and travel arrangements.
Assist with vendor research, office supply ordering, and general office coordination.

What We're Looking For
3+ years of human resources, benefits administration, or closely related experience.
Proficiency in Microsoft 365, including Word, Excel, Outlook, Teams, and PowerPoint.
Working knowledge of HR practices and basic employment regulations (FLSA, FMLA, COBRA, HIPAA).
Strong organizational skills, attention to detail, and the ability to manage multiple priorities.
Sound judgment and absolute discretion with confidential employee and company information.
Excellent written and verbal communication skills and a friendly, professional presence.
A proactive problem solver who can work independently and follow through.
High school diploma or equivalent required.

Preferred Qualifications
Associate's or Bachelor's degree in Human Resources, Business Administration, or a related field.
Experience with an HRIS platform (BambooHR strongly preferred) or applicant tracking tools.
SHRM-CP, PHR, or similar certification, or willingness to pursue one.
Experience in a HIPAA-regulated or healthcare environment.
Work Environment
Normal office environment at our corporate office in Novi, MI. This is an in-office, part-time position.
