Job description

OCT Consulting is a business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.

Responsibilities and Duties

OCT currently has an opening for a Part-time (20-24 hours per week) Contracting Specialist to work with our federal client. On this project, you will provide comprehensive federal acquisition support under the Federal Acquisition Regulation (FAR).

This position is contingent upon contract award.

Day to day responsibilities include:

● Performing pre- and post-award contracting activities.

● Conducting Market Research.

● Developing and issuing Requests for Proposals (RFP), Request for Quotes (RFQ), and solicitations.

● Performing price and cost analysis.

● Executing contracting procedures and ensuring adherence to socioeconomic policies.

● Managing negotiations and ongoing contract administration, including the preparation of contractor discrepancy reports, requests for equitable adjustments, cure letters, default packages, and other related documentation as required.

● Supporting various contract types, including Best Value Source Selection and LPTA.

● Providing support for additional contracting duties as assigned.

Requirements

Qualifications/Requirements

● Must be a U.S. Citizen

● Bachelor’s degree in business administration, public administration, finance, or other related fields.

● Minimum of five (5) years of formal contracting experience.

● Experience performing federal acquisition duties in a GS-1102 or equivalent role.

● Must be Federal Acquisition Certification in Contracting (FAC-C) Professional certified (or current DHS/USCG equivalent).

● Proficiency in the Federal Acquisition Regulation (FAR).

● Ability to pass a Federal government background investigation; the investigation will involve a credit, fingerprint, and law enforcement agency check.

● Location: Primary performance is on-site in Norfolk, VA
