Job description

Job Title: Project Manager (Part-Time)
Employment Type: Contract
Work Arrangement: Hybrid (Onsite presence required periodically)
Overview
We are seeking an experienced Project Manager to lead the implementation of a replacement licensing and management system. The selected candidate will provide end-to-end project management oversight, including project planning, requirements gathering, vendor coordination, system implementation, user acceptance testing, deployment readiness, change management, and project closeout activities.
This is a part-time engagement requiring approximately 20 hours per week.
Key Responsibilities
  • Lead project planning, execution, monitoring, and successful delivery of a cloud-based licensing and management system implementation.
  • Facilitate process mapping, business analysis, and requirements gathering sessions with stakeholders.
  • Serve as the primary day-to-day point of contact for project stakeholders and implementation vendors.
  • Oversee all implementation phases, including configuration, testing, training, deployment, and post-implementation support.
  • Manage project schedules, milestones, risks, issues, dependencies, and resource coordination.
  • Ensure successful completion of User Acceptance Testing (UAT) and deployment readiness activities.
  • Develop and maintain project documentation, status reports, budget estimates, and executive-level communications.
  • Lead change management initiatives and support organizational adoption of new systems and processes.
  • Coordinate cross-functional teams and ensure project objectives are achieved on schedule and within budget.
  • Manage vendor relationships and monitor vendor performance throughout the project lifecycle.
  • Support compliance with applicable IT governance, standards, and project management best practices.
Required Qualifications
  • Active Project Management Professional (PMP) certification from PMI.
  • 10+ years of project management experience.
  • Proven experience managing cloud-hosted Software as a Service (SaaS) implementation projects.
  • Strong vendor management experience, including oversight of third-party solution providers.
  • Extensive experience leading business and technical requirements gathering and documentation efforts.
  • Demonstrated success managing complex technology implementation projects.
  • Strong leadership, team-building, stakeholder management, and communication skills.
  • Experience driving organizational change and user adoption initiatives.
  • Deep understanding of both Agile and Waterfall project management methodologies.
  • Hands-on experience managing Scrum, Kanban, and Waterfall projects.
  • Strong analytical, organizational, problem-solving, and decision-making abilities.
  • Experience developing project schedules, managing risks, and reporting project status to executive leadership.
Preferred Qualifications
  • Experience supporting public sector or government technology initiatives.
  • Familiarity with IT governance frameworks, policies, standards, and compliance requirements.
  • Experience planning, developing, and validating functional and technical requirements for enterprise system implementations.
