Job description

Position Summary

The Sandia Tribal Gaming Commission, as the tribal gaming regulatory agency, is responsible for regulating and monitoring all gaming activities occurring within the lands of the Pueblo of Sandia.  The Commission, through its commissioners and staff, conducts oversight to ensure compliance with federal, tribal and state laws and regulations.  The Commission is the licensing authority for individuals employed in the gaming operation and is responsible for administering the background investigations as part of the licensing process.  The Commission has a role in monitoring compliance with the internal control standards for the gaming operation and in tracking revenues.  The Commission has the duty of inspecting and monitoring, on a continuous basis, all aspects of the gaming operation. The Commissioners’ duties and authorities primarily focus on operational policy and rulemaking, regulatory interpretation, agency adjudications, and appeals to formal agency actions.

 Essential Duties and Responsibilities

  1. Performs duties in compliance with the STGC Regulations and all applicable federal, state, and tribal laws, regulations, and policies.
  2. Reviews annual audits of the gaming operation, gaming contracts, and other gaming and gaming-support activities.
  3. Reviews requests for approval of gaming devices, associated equipment, applications and systems, and other applicable matters as required by regulation or requested by gaming management.
  4. Presides as a hearing officer in Commission hearings on final agency actions and patron disputes.
  5. Conducts and/or participates in Commission Meetings.
  6. Reviews and approves minimum internal control standards for the gaming operation and any amendments thereto.
  7. Reviews and approves rules/procedures for various games.
  8. Reviews and approves promotional activity related to gaming.
  9. Ensures that the tribal gaming facility is constructed, maintained, and operated in a manner that protects the environment, public health, and safety.
  10. Periodically reviews and updates Commission regulations, subject to approval by the Sandia Tribal Council.
  11. Meets with the STGC Executive Director as necessary to discuss regulatory, licensing and other Commission related matters.
  12. Provides reports and/or makes presentations to the Governor and/or Tribal Council as required and requested.
  13. Serves as the final appellate review authority in the patron dispute resolution process.
  14. Meets with representatives from National Indian Gaming Commission and the New Mexico Gaming Control board as needed.
  15. All other activities as mandated by federal, tribal, and state gaming laws and regulations.
  16. Punctual and regular attendance is an essential responsibility for all team members and are expected to report to work based upon the assigned schedule each day in accordance with the Attendance Policy for Pueblo of Sandia.  

 Additional Responsibilities

  1. Supports a single function and holds a position that does not supervise people but provides guidance to lower-level Team Members as needed.  
  2. Functions as an advisor to management due to the complexity of the level of work performed.  
  3. May hold current licenses, certifications, specialized education, and possess stipulated technical expertise as required. 
  4. Demonstrates advanced knowledge in all aspects of the specialized function.  
  5. Performs work as a highly skilled individual contributor and considered a subject matter expert within the peer set, particularly with problem-solving. 
  6. Critical thinking and the ability to analyze issues, identify solutions, and implement them effectively.

 Key Performance Indicators

This position has Key Performance Indicators (KPI’s) identified as a measurement of success. KPI’s will be shared with all team members who work in this job title and feedback will be provided regarding the successful completion of the KPI’s as part of the performance review process. 

Knowledge, Skills, and Abilities 

  1. Prior experience with a regulatory agency preferred but not required.
  2. Knowledge of federal Indian law concepts preferred.
  3. Experience in area of Indian Gaming preferred.
  4. Experience in policy development and administrative management helpful.
  5. Ability to work with administration, management, and regulatory agencies, department, and staff.
  6. Must have strong oral and written skills.
  7. Undergraduate or graduate degree or work experience in public administration, accounting, business, public policy, criminal justice, or law preferred.
  8. Background Investigation, including fingerprinting, and a favorable suitability determination is required for the position.

   Education and Experience  

Required:

  1. High School Diploma, GED certification or equivalent.
  2. Bachelor’s degree in public administration, Accounting, Business, Public Policy, Criminal Justice or Law
  3. Eight (8) years’ experience in gaming, regulatory or casino. 
  4. Must be at least 21 years of age.

Note:  Relevant work experience or education may be substituted to satisfy education and/or work experience. 

License/Certifications/Registrations

  1. Must possess and maintain a valid, unrestricted New Mexico Driver’s License.
  2. Must be able to successfully pass a stringent background investigation.
  3. Will require a pre-employment and random drug screening.
