Description
The City and County of Broomfield Assessor's Office is seeking a full-time, non-exempt Personal Property Appraiser. This position is typically scheduled Monday through Friday, from 8:00 a.m. to 5:00 p.m. The level of the position-Personal Property Appraiser I, II, or III-will be determined based on the selected candidate's qualifications and experience.
Salary Range
Appraiser I: $22.50 - $30.44/hour
Appraiser II: $29.11 - $39.39/hour
Appraiser III: $32.94 - $44.56/hour
Join the Broomfield Assessor's Office as a Personal Property Appraiser, where accounting knowledge, appraisal work, and public service intersect. This role is ideal for candidates with assessment experience or a background in general accounting, particularly those familiar with general ledgers and asset detail reports. We are seeking a detail-oriented, collaborative professional who values continuous learning and takes pride in delivering accurate, efficient, and courteous service to the community in a fast-paced, public-facing environment. This role receives instruction and conducts basic business personal property asset appraisals as part of a team in the City & County of Broomfield. The role involves using a variety of technical procedures to value various types of property, as established by the State of Colorado, to determine property tax.

Essential Required Tasks/Examples of Duties
  • Researches, analyzes, prepares, and processes personal property tax declarations for tax collection in compliance with the Division of Property Taxation Guidelines and according to Colorado State Statutes.
  • Works with internal and external stakeholders to explain business personal property and oil/gas appraisal, valuation processes and procedures, and state and local statutes regulating the taxation of assets.
  • Maintains and updates county database of personal property and oil/gas accounts when tables are released by the Division of Property Taxation.
  • Creates new accounts identifying corresponding real property accounts using legal descriptions and parcel numbers in the database.
  • Determines replacement cost factors, economic life guidelines, percent good, level of value adjustments, and other valuation methods and procedures when valuing personal property.
  • Conducts routine to complex field investigations to identify new businesses.
  • Performs on-site inspections of businesses to estimate the value of personal property assets.
  • Performs calculations to determine the value of assets, itemizes and categorizes assets, and determines tax exemption status utilizing established procedures, manuals, and tax rate tables.
  • Researches, verifies, and evaluates personal property sales.
  • Addresses taxpayer asset declaration protest.
  • May perform site visits and inspections of assets under review, adjusting the valuation of assets in error and preparing and sending notifications of determination approving or denying protest.
  • Discovers, lists, and values all oil/gas production and equipment fields.
  • Performs on-site inspections of oil/gas wells and the equipment related to each well.
  • Analyzes Netback Expense Report Form (NERF) spreadsheets and oil/gas tax declarations in compliance with the Division of Property Taxations guidelines and according to Colorado State Statutes.
  • Creates, processes, and prints Personal Property Declarations, Notices of Valuation, and other reports as required by state statute.
  • Prepares valuation of asset documents and works with city attorneys to prepare cases and testify on behalf of the city of appeals to the Board of Equalization, Board of Assessment Appeals, and District Court and arbitration.

Minimum Qualifications
Education
  • High School Diploma/GED - required
  • Some college-level courses in accounting or math-related fields or training in real estate - preferred

Experience
  • Appraiser I:
    • None
    • 1 year of experience in personal property appraisal - preferred
  • Appraiser II:
    • 2 years experience required in personal property appraisal - required
    • 2 years of ad valorem experience - required
  • Appraiser III:
    • 4 years experience required in personal property appraisal - required
    • 2 years of ad valorem experience - required
    • Experience in expert testimony for BAA or arbitration hearings - preferred

Years of related experience may be substituted for required education, however education cannot be substituted for the necessary work experience. Candidates must meet the minimum required years of work experience.
NECESSARY SPECIAL REQUIREMENTS (in addition to the above requirements):
Must be at least 18 years of age. Must possess and maintain a valid driver's license and safe driving record for continued employment. New hires must, as a condition of employment, pass the following pre-offer and post-offer/hire processes: in-person or virtual interviews, reference checks, and background checks, which may include local police check, sex-offender registry, and DMV check.
Working Conditions
  • The noise level in the environment is usually quiet in the office and loud in the field.
  • Work is generally scheduled Monday through Friday with options for remote work or a flexible schedule.
  • Some work may be required outside of regular business hours, including evenings and weekends.
  • Tasks may require the use of a computer for several hours.
  • The employee is frequently required to sit, talk, or hear, and use hands to finger, handle, or feel objects, tools, or controls.
  • Hazards include working in severe weather, around dilapidated property, construction sites, animals, heavy equipment, and driving a motor vehicle in all types of conditions.
  • Physical demands are described as light (exerting up to 20 lbs. of force occasionally and/or up to 10 lbs. of force frequently, and/or a negligible amount of force constantly to move objects).
  • Specific vision abilities required by this job include close vision, distance vision, depth perception, ability to adjust focus, color vision, and peripheral vision.
