Job Description
* CONTINGENT UPON AWARD *
The Organizational Change Management (OCM) Analyst supports U.S. Navy and DoD transformation initiatives, contributing to stakeholder analysis, change impact assessments, adoption tracking, and readiness reporting. This role maintains the integrated OCM plan, coordinates daily change management activities, and helps refine strategy based on feedback and measurable outcomes. The ideal candidate is detail-oriented, highly organized, and capable of supporting complex change efforts within fast-paced, mission-driven environments.
Stakeholder & Impact Analysis
Support stakeholder mapping, impact analysis, and readiness assessments across affected commands, directorates, or program offices.
Document change impacts by role, function, and security environment (classified/unclassified).
Assist with collecting and synthesizing qualitative and quantitative data to understand stakeholder needs and risks.
Maintain updated stakeholder profiles and engagement plans.
OCM Planning & Integration
Maintain the integrated Organizational Change Management plan, ensuring alignment with program schedules, training plans, comms strategies, and transformation objectives.
Track milestones, dependencies, risks, and interrelated change activities across workstreams.
Support development of change roadmaps, calendars, communications cycles, and task trackers.
Assist the Change Management Lead in preparing leadership briefings, plans, and strategy updates.
Dashboards, Reporting & Analytics
Produce dashboards and reports on adoption, readiness, change risks, issue trends, and stakeholder engagement metrics.
Collect, analyze, and interpret data to identify emerging barriers, resistance patterns, and areas requiring additional support.
Present findings to senior leaders, program managers, and change leads in clear, visually compelling formats.
Help refine change strategy based on performance metrics and feedback loops.
Coordination of Day-to-Day Change Activities
Coordinate logistics for change-related activities including:
Workshops
Focus groups
Leadership sessions
Training events
Communication campaigns
Manage scheduling, materials preparation, room/virtual setup, and security requirements for classified sessions.
Document meeting notes, decisions, and follow-up actions, ensuring alignment between stakeholders and the OCM plan.
Support communications development (emails, talking points, FAQs, leadership updates) as needed.
Continuous Improvement
Gather and analyze stakeholder feedback and survey results related to change adoption and communications effectiveness.
Recommend adjustments to OCM activities, engagement methods, messaging, and rollout plans.
Support lessons learned documentation and after-action reviews (AARs).
Contribute to process improvements that enhance mission readiness and workforce alignment.
Required Qualifications
  • Bachelor's degree in Business, Organizational Development, Communications, Psychology, Public Administration, or related field.
  • 3-5+ years of experience supporting organizational change management, transformation, or analysis (DoD or Navy experience preferred).
  • Active Secret Clearance (US Citizen)
  • Strong analytical skills with experience developing dashboards or reports (Excel, Power BI, Tableau, or similar tools).
  • Experience coordinating large-scale events, communications, or transformation activities.
  • Excellent writing, documentation, and presentation skills.
  • Ability to work in classified environments and handle sensitive information appropriately.

Estimated Annualized Salary Range: $75-$90K
