Job Title: Housing Operations Manager

Organization: Boise City / Ada County Housing Authorities (BCACHA)

Type: Full-Time, in-office; four 10-hour shifts (Monday–Thursday)

Location: 1001 S. Orchard St., Boise, Idaho 83705

Reports To: Executive Director

Salary: Grade 11, starting at $81,211

Position Summary

BCACHA is seeking a Housing Operations Manager to lead and oversee housing program operations across Public Housing, Section 8 New Construction, and Affordable Housing.

This senior staff role is responsible for ensuring programs run efficiently, remain compliant with HUD and regulatory requirements, and deliver high-quality, resident-focused services. The Housing Operations Manager will lead staff, streamline operations, and work closely with internal teams to support occupancy, compliance, and overall program success.

Key Responsibilities
  • Lead, supervise, and support housing program staff
  • Oversee daily program operations, performance, and workflows
  • Ensure compliance with HUD regulations and agency policies
  • Monitor occupancy, leasing activity, and program utilization
  • Support resident relations and resolve complex issues
  • Collaborate with Maintenance, Finance, and Compliance teams
  • Assist with budgets, reporting, and program oversight
  • Prepare for and supports external audits, reviews, and monitoring activities
  • Represent the agency in public forums such as community meetings, vendor solicitations, legal proceedings and conferences.
  • Qualifications

    Required
  • Experience in public or affordable housing program management
  • Strong knowledge of HUD programs and regulations
  • Supervisory experience
  • Strong problemsolving, and organizational skills
  • Exceptional written and verbal communication skills

  • Experience with Yardi or similar software systems
