Job description

JOB SUMMARY
Under the general direction of the Facility Services Director, the employee will plan, direct, implement, and supervise the performance of crews and individuals in a variety of facility services relating to property owned by the City of Brookhaven. This may include construction, landscaping, and maintenance projects as well as custodial and event support activities. This is responsible administrative, supervisory, and technical work of a complex and specialized nature; planning and coordinating field crew activities and when required participating with them at all levels.
ESSENTIAL JOB FUNCTIONS:

  • Coordinates maintenance and needed repairs of any city owned facilities and grounds.
  • Manage direct reports and department employees to include recommending hire, transfer, promotion, or discharges as well as approving timesheets, conducting annual performance reviews and maintaining records.
  • Manage city assets to include department fleet, tool, and material inventories to include recommending purchases when needed.
  • Assist in the preparation of the Facility Services budget for all areas including personnel, supplies, services and capital improvements.
  • Make recommendations and assist in the development of the department's policy and procedure manual.
  • Direct and manage the work of direct report city employees and contracted vendors involved in facility services.
  • Supervise and manage construction and maintenance projects to include cost estimates, schedules, and material needs.
  • Supervise and direct facility maintenance and preservation activities at any city properties to include but not be limited to commercial buildings, recreation centers, pools, parks, athletic fields, monuments, right of ways, vacant lots and any other property acquired by the City of Brookhaven.
  • Assists in the preparation and management of contractual agreements between the city and vendor agencies.
  • Conducts regular inspections of all city properties to ensure safe and proper conditions for public use.
  • Responds to online work requests and inspects and analyzes reported problems to determine the required maintenance response. Then follows up, inspects and closes the online requests once repairs are complete.
  • Attends necessary meetings and maintains required certifications and licenses.
  • Represents the department at community events and promotes the department's overall mission.
  • Prepares detailed records and reports in a timely manner.
  • Required to respond under emergency conditions.
  • Performs other related duties as required or assigned.

MINIMUM REQUIREMENTS TO PERFORM WORK:
  • Associate's degree or above (bachelor's preferred) in related field of study or an equivalent combination of training and experience which provide the required knowledge, ability, and skills may be accepted in lieu of formal education beyond High school diploma.
  • Minimum of (3) three years of proven supervisory experience; leading, oversee, training a crew or team in a related field.
  • (10+) ten years minimum experience in a facilities environment in any of the capacities of maintenance, technician, construction, mechanical, electrician, etc.
  • Knowledge and experience in Fleet operations, management, maintenance, logistics preferred
  • Ability to pass a criminal background check; and drug screening
  • Able to pass pre-employment physical examination required

CERTIFICATIONS:
  • A valid Georgia Driver's License is required upon appointment
  • IFMA, BOMA certification or a similar organization certification should be held or achieved within 1 year of hire (for example IFMA's FMP or Facility Management Professional certification).
  • Any Certification or license applicable to the field of work such HVAC, CMRP, Master electrician, OSHA, EPA a plus
  • PMP certification preferred

Knowledge, Skills, and Abilities:
  • Thorough knowledge of principles, practices, methods, and materials and theories of facility maintenance work.
  • Considerable knowledge of occupational hazards and safety precautions.
  • Knowledge of tools and materials used in construction.
  • Ability to plan, organize, and direct the activities of the department and anticipate their impact on city government as well as the public.
  • Ability to plan, direct and coordinate the work of supervisory and professional personnel.
  • Ability to establish and maintain positive working relationships with subordinates, community agencies, city vendors, and the public.
  • Ability to analyze problems, exercise sound professional judgment and make logical and valid conclusions.
  • Ability to read and understand reports, blueprints, owner's manuals, and other technical documents and drawings.
  • Ability to keep records and prepare reports.
  • Ability to use a personal computer and related software.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to work effectively with coworkers and the public.
