\r\n\r\n\r\n\r\nThe State of Connecticut, Department of Children and Families (DCF) is recruiting anEligibility Services Worker to join ourRevenue Enhancement Unit located in Hartford, CT.\r\n\r\n\r\nPosition Highlights:\r\n\r\n\r\n Full-time, 40 hours per week\r\n First (1st) shift\r\n Monday - Friday\r\n\r\nThe Role:\r\n\r\n\r\nThe Revenue Enhancement Division (RED)'s mission is to maximize Title IV-E federal reimbursement for child welfare services for the state of Connecticut's Department of Children and Families (DCF), as well as maintain medical eligibility for children associated with DCF.\r\n\r\n\r\nThe Eligibility Services Worker is as essential in supporting the public health and safety activities performed by DCF, as it is responsible for establishing the IV-E eligibility status for DCF committed youth receiving services through its Prevention Services program. The Eligibility Services Worker collaborates in determining client eligibility for claiming federal reimbursement under Title IV-E of the Social Security Act and revenue maximization. PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Departments of Aging and Disability Services, Children and Families, Developmental Services, Social Services and Veterans Affairs this class is accountable for independently performing a full range of tasks in providing eligibility services to clients of the department's various assistance programs.\r\n
EXAMPLES OF DUTIES
\r\n Interviews individuals\r\n to obtain necessary information;\r\n Determines and grants\r\n services and public assistance;\r\n Researches, verifies and\r\n evaluates statements given by clients and other factors to ensure compliance\r\n with program eligibility requirements;\r\n Enters and modifies all\r\n relevant case eligibility information in the Eligibility Management System\r\n database;\r\n Provides periodic cycle\r\n of eligibility redetermination services to ensure correct client benefits\r\n level;\r\n Assists clients with\r\n application and receipt of various federal, state and municipal social services\r\n benefits;\r\n Acts as liaison with\r\n local, state and federal agencies regarding determination and coordination of\r\n client eligibility and awards;\r\n Provides information\r\n regarding state public assistance programs to clients, social service agencies,\r\n attorneys and the public;\r\n Prepares detailed\r\n summaries and acts as agency representative in Fair Hearings process;\r\n Performs related duties\r\n as required.\r\n\r\n
KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Five (5) years of experience in the determination of client eligibility for public assistance or investigation of client capital assets in relation to eligibility determination.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
\r\n College training may be\r\n substituted for the General Experience on the basis of fifteen (15) semester\r\n hours equalling one-half (1/2) year of the experience to a maximum of four (4)\r\n years for a Bachelor's degree.\r\n A Master's degree in a\r\n closely related area may be substituted for the General Experience.\r\n Successful completion of\r\n a Connecticut Careers Trainee program approved by the Department of\r\n Administrative Services may be substituted for the General Experience.\r\n\r\n
PREFERRED QUALIFICATIONS
\r\n\r\n Experience with federal Title IV-E eligibility and determination policies.\r\n Experience interpreting and applying agency policies and procedures related to Title IV-E foster care, adoption, sub-guardianship, and prevention services.\r\n Experience working with guidance and regulations associated with Title IV-E, Family First Prevention Services Act, and The Adoption Assistance and Child Welfare Amendment of 1980 of the Social Security Act.\r\n Experience completing and processing of assigned case load work related to determining eligibility for IV-E foster care, adoption, sub-guardianship, and prevention services within established timelines.\r\n Experience communicating effectively and working independently in a professional environment.\r\n Experience with upholding a professional relationship with intergovernmental programs and agencies associated with IV-E eligibility.\r\n\r\n\r\n
