Pherson is seeking Instructional System Designers to support the design, development, and delivery of high-quality online and instructor-led training programs. In this role, you will apply a systematic approach to develop both synchronous and asynchronous courses, conduct needs analyses, define learning objectives, and map courseware to ensure instructional materials align with organizational goals and measurable outcomes. This position is contingent upon contract award, with an anticipated start date of August 1st, 2026.


Job Title/LCAT: Instructional System Designer (ISD)

Location: Linthicum Heights, MD (Hybrid)

Operating Hours and Expectations: This position anticipates onsite work one day a week with standard work hours, Monday-Friday. Extended hours may be required during peak periods

Security Clearance: Secret Clearance Required

Position Type: Full-Time


Key Responsibilities:


  • Using a systematic approach to design and develop synchronous and asynchronous online, instructor-led, or instructor-facilitated courses
  • Conducting thorough needs analyses to identify learning objectives
  • Mapping courseware to ensure instructional materials align with objectives, skillset, organizational goals and designing assessments aligned to objectives/course content to measure the effectiveness of instructional materials and programs.

Qualifications:


Education:

  • Masters degree in Instructional Systems Design or Adult Education from an accredited university and at least five (5) years of experience applied in Instructional Systems Design OR;
  • Bachelors degree from an accredited university and at least eight (8) years of applied experience applied in Instructional Systems Design.

Required Experience and Skills:

  • Experience developing and updating online instructor-led (both in person and synchronous/asynchronous virtual courses), or instructor- facilitated distance-delivered courses in a collaborative learning environment and learning management systems such as Moodle, Blackboard, Cornerstone OnDemand, Adobe Connect, etc.
  • Experience leading instructional design and development projects.
  • Experience implementing and producing virtual synchronous and asynchronous courses and learning events.
  • Experience applying instructional design principles, methodologies, and learning theories to create engaging and effective learning experiences that are aligned and mapped to skillsets, learning objectives, and assessments.
  • Experience using assessment and evaluation methods to measure the effectiveness of instructional materials and courses that are aligned and mapped to skillsets, learning objectives.
  • Experience supporting federal agencies in the execution of security-related training, education, or certification programs.
  • In addition to the above, for CDSEs Education Division, instructional design experience supporting higher education, undergraduate-, or graduate-level programs.
