Job description

SAIC is searching for a dynamic Congressional Analyst with an active Top Secret clearance to join our team, dedicated to the Office of the Under Secretary of War for Research and Engineering (OUSW(R&E)). This pivotal role is at the heart of an organization spearheading the development of groundbreaking capabilities for the Department of War (DOW), driving innovation, and securing our nation's technological edge.

This role offers a unique opportunity to support an organization and mission that is defining the future of DOW technology. Your work will ensure that OUSW(R&E) remains at the forefront of innovation, all while navigating the intricate landscape of congressional interactions with professionalism and strategic insight. The position will be located at the Mark Center in Alexandria, VA.

"The expected salary range for this position is $120,000 - $150,000, based on the candidate's experience and qualifications. "

Job Responsibilities:

  • Manage congressional workflow and tasking systems: Congressional Hearings and Reporting Requirements Tracking System (CHARRTS), Office of Legislative Counsel (OLC) Web, DOW Congressional Tracking System, and CATMS database.
  • Provide multifunctional administrative support, including analysis, filing, support activities, task management, briefing management, and managing special congressional workflows.
  • Coordinating legislative activities within OUSW(R&E), ensuring alignment across the enterprise.
  • Handling congressional reporting for OUSW(R&E). analyzing legislative material, coordinating tasking and workflow, arbitrating disputes, and working with OSW(LA) and BAA.
  • Creating and maintaining workflow, reporting, and analysis documents, tracking deadlines, and issuing guidance.
  • Managing special inter-Department projects, coordinating with OSD(LA), OGC, and OLC on task groups and processes.
  • Collating and refining OUSW(R&E) reports, managing groups, and strategizing to meet congressional requirements.
  • Analyzing inquiries and responses, managing correspondence, tracking follow-up actions, and providing document retrieval services.
  • Assembling information, maintaining files, and coordinating responses to congressional and DoW staff inquiries.
  • General administrative duties: coordinating security clearances, processing badge requests, tracking FOIA requests, assisting with Pentagon parking for congressional visitors.
  • Responding to congressional inquiries, coordinating responses, maintaining a database of inquiries and responses.
  • Documenting congressional reports and analysis, summarizing official program information as per DoW or federal directives.

Required Qualifications:

  • Bachelors and at least 6 to 10 years or more of related experience; Masters and eight (8) years or more experience; PhD or JD and five (5) years or more experience.
  • Must have at least 2 years of legislative systems management experience in the DOW.
  • Strong problem identification and resolution skills, flexibility, initiative, and a proven ability to work with Senior Executives efficiently and effectively.
  • Active TS clearance required to start; ability to obtain a TS/SCI clearance required to maintain employment.

Desired Qualifications:

  • Experience in congressional briefing management and direct congressional staff interaction and support as a DOW representative.
  • Prior experience supporting an OSW principal (USW, ASW, PDASW).
